The procurement covers an Agilent 1260 System Enhanced (8 years old) and an Agilent 1290 Infinity II UHPLC (9 years old), which are critical for developing methods to identify and quantify analytes in tobacco products under FDA regulatory jurisdiction. The contractor must provide annual preventative maintenance inspections, operational qualification services, unlimited technical support, onsite repairs using factory new parts, and monthly maintenance reports while ensuring compliance with ISO 17025 certification requirements. The contract will be structured as a Firm-Fixed Price agreement with services performed Monday through Friday between 8:00 a.m. and 4:30 p.m. EST, excluding federal holidays. Interested vendors must submit 10-page capability statements by 5:00 PM EST on June 23, 2025, to Contract Specialist Brandon Rafus, with the procurement falling under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing.
This opportunity is set aside for total small business participation, with preferences for SBA certified HUBZone, service-disabled veteran-owned, 8(a), and woman-owned small businesses. No incumbent contractors are identified in the documentation, as this appears to be a sources sought notice for market research purposes rather than a recompetition. The contract includes a one-year base period from July 1, 2025, through June 30, 2026, covering maintenance for the two specified instruments located at the FDA facility in Atlanta, Georgia. The laboratory is scheduled to relocate from 60 Eighth Street NE to 1777 Hardee Ave., Atlanta, GA 30310 in July 2026, which the contractor must accommodate. While specific budget ranges are not disclosed, the procurement emphasizes that this is currently a market research effort to identify potential small business sources before issuing a formal solicitation.
