Place of performance is the FDA facility in Silver Spring, Maryland, with FOB Destination delivery expected within 30 days after award. The luminometer must read less than 5 amol ATP per well and detect less than 2 Zeptomoles of firefly luciferase. Required salient characteristics include a laboratory-appropriate benchtop footprint, variable-volume injection system with a minimum of two injectors, spectral range of 340–630 nm, greater than 6 orders of magnitude dynamic range, PC-based software for operation and data analysis, and a minimum one-year full manufacturer's warranty with installation and staff training. For products offered as "equal" to the Berthold Centro, offerors must submit a narrative demonstrating how each salient characteristic is met. An Accessibility Conformance Report based on the Voluntary Product Accessibility Template is required for items not in compliance with Section 508 accessibility standards.
The contract type is Firm Fixed-Price. Offerors must be registered and active in SAM.gov with a valid UEI and submit technical acceptability documentation sufficient to demonstrate compliance with minimum requirements. Technical acceptability is evaluated on a pass/fail basis; award goes to the lowest-priced technically acceptable and responsible offeror. Offer prices remain firm through September 30, 2026.
