About this opportunity
The Department of Justice Bureau of Prisons, through Federal Correctional Institution Miami, seeks quotations for first quarter FY27 subsistence supplies, including meat and religious diet items, with quotations due November 2, 2026. The procurement is a Total Small Business set-aside, limiting eligibility to small business concerns, and is issued as a combined synopsis/solicitation for commercial products and services under FAR Part 12, with no separate written solicitation to follow.
Delivery is to FCI Miami, 15801 SW 137th Avenue, Miami, Florida 33177, within 21 calendar days after receipt of order, on a Freight on Board Destination basis. Quotations must be emailed to Jason O'Neal (j2oneal@bop.gov) or Mairenilda Castillo (m1castillo@bop.gov) and remain valid for 30 calendar days after the closing date.
The requirement covers over 180 line items, including dry beans, canned beans, pasta, grains, cereals, peanut butter, oils, butter, condiments, vegetables, fruits, meats (beef, chicken, pork, turkey, fish), cheeses, and spices and flavorings. All items must comply with Federal food safety regulations, BOP National Menu Specifications, and local requirements, including no MSG and no items processed more than six months before delivery. Conditional acceptance may extend five or more business days for inspection and testing, particularly for meat items.
The Government anticipates multiple awards priced per line item. Evaluation weighs price (fair and reasonable), timeliness of deliveries, and order accuracy and completeness, with documented on-time performance history and a track record of complete, accurate orders required. Awards over $15,000, the micro-purchase threshold, will be issued as firm-fixed-price purchase orders; awards at or below that amount will be issued as Government Purchase Card transactions. The NAICS code is 311999, All Other Miscellaneous Food Manufacturing, and the PSC is 8945, Food, Oils and Fats.
