About this opportunity

The Federal Correctional Institution McDowell, operating under the Department of Justice Bureau of Prisons, is soliciting bids for bread products for the second quarter of Fiscal Year 2026 under Solicitation Number 15B12226Q00000004. The procurement covers three line items: 6,500 packages of wheat hot dog rolls, 7,000 packages of hamburger or sandwich rolls in whole wheat or multigrain, and 10,000 loaves of white or wheat sandwich bread. All bread products must be fresh, pan-baked, sliced, seedless, and delivered within 48 hours of baking, adhering to commercial item descriptors CID A-A-20053B and CID A-A-20052B, with a required 90-day shelf life from the delivery date. Evaluation will be based on past performance, socio-economic status, overall price, and delivery schedule, with greater emphasis placed on past performance and delivery timelines. The offers are due by 9:00 A.M. EST on December 18, 2025, and award will be made to the lowest responsive and responsible bidder.

This is a total small business set-aside procurement, and all bread will be awarded to a single vendor based on past practice and overall pricing. No incumbent contractor or current award value is specified in the solicitation documents. The facility requires weekly deliveries to the Welch, West Virginia warehouse location, and bidders must provide detailed calculations matching their pricing and quantities to the posted requirements, with failure to do so resulting in rejection of the line item bid price. Interested offerors must be registered in the System for Award Management (SAM), possess a DUNS number, and complete online representations and certifications. Bids may be submitted via hand delivery to the facility's front lobby, fax to 304-436-7389, or email to jriffe@bop.gov, with Joe Riffe serving as the contracting point of contact.
