About this opportunity

The Federal Bureau of Prisons Federal Correctional Institute Manchester is soliciting quotes for subsistence meat and kosher food products through Request for Quote 15B11026Q00000006, issued March 5, 2026. The solicitation encompasses 55 line items covering various food products including beef, poultry, fish, pork, vegetarian options, canned vegetables, dry goods, condiments, and specialty kosher items required to support the inmate population. Evaluation will be based on two primary criteria: price evaluated for fairness and reasonableness, and past performance assessed on a Go/No-Go basis, focusing on timeliness of deliveries and completeness of orders. Quotes must be submitted via email to Contract Specialist Andre Cawood at akcawood@bop.gov by 10:00 a.m. Eastern Standard Time on March 19, 2026, and must remain valid for 30 calendar days after the close of the solicitation. The government anticipates making multiple awards based on pricing per line item and will issue firm fixed price purchase orders for awards exceeding the $15,000 micro purchase threshold.

This is a total small business set-aside under NAICS codes 311612/311999, with a small business size standard of 1,000/700 employees, meaning only small businesses are eligible to compete. No current contractor incumbents are identified in the solicitation materials. Specific award values and budget ranges are not disclosed in the solicitation notice, though the structure indicates variable pricing across 55 distinct line items with quantities ranging from 5 bags to 256 cases depending on the product. Delivery must be completed within 30 days after receipt of order to FCI Manchester, located at 805 Fox Hollow Road, Manchester, Kentucky 40962, with deliveries scheduled between 8:00 a.m. and 2:00 p.m. EST on business days. All products must meet strict temperature and quality specifications, with kosher-certified items required to display the kosher symbol on individual packages; failure to meet delivery schedules or specifications will negatively impact past performance history and future contract eligibility.
