About this opportunity
The Federal Bureau of Prisons seeks pharmacy technician contractor services at Federal Correctional Institution Gilmer in Glenville, West Virginia, with quotations due August 28, 2026 at 12:00 p.m. This is a 100% Small Business Set Aside under NAICS 561320 (Temporary Help Services).
Place of performance is FCI Gilmer, 201 FCI Lane, Glenville, WV 26351. The contractor must provide a single pharmacy technician working five days per week for approximately 35 sessions weekly (approximately seven one-hour sessions daily), Monday through Friday except federal holidays, normally between 6:00 a.m. and 1:30 p.m. with a 30-minute unpaid lunch period. The contract is structured as a firm fixed price Blanket Purchase Agreement with a base year and four option years, each year estimated at 1,820 sessions. Services are flexible and subject to change based on institutional needs; if delays occur due to correctional environment circumstances, the contractor receives payment for one session only, with remaining unperformed sessions resulting in no payment.
Required qualifications include completion of a formal pharmacy technician program with internship, minimum one year of pharmacy technician experience, and current BLS CPR certification; correctional environment experience is preferred but not required. All contractor personnel must undergo Public Trust background investigations and comply with HSPD-12 PIV identity proofing standards and DOJ residency requirements. Contractor responsibilities include medication ordering, stocking, dispensing, maintaining narcotics counts, operating pharmacy computer systems, and clerical duties using Bureau of Prisons electronic medical records. The contractor must comply with Bureau of Prisons Health Services Manual requirements, The Joint Commission standards, and American Correctional Association standards.
Award will be made to the responsive and responsible vendor providing best value to the Government, with past performance weighted approximately equal to price. Quoters must submit SF 1449 with specified blocks completed, quote sheets including offeror name and UEI number, and proof of qualifications including resume and education documents. Quotations must be submitted via email to J2Hutchison@bop.gov; faxed or hand-carried bids will not be accepted. For unincorporated individuals, an additional 7.65% will be added to pricing for evaluation purposes to account for FICA taxes the BOP will pay and withhold.
