About this opportunity
The Federal Bureau of Prisons at Federal Correctional Institution Gilmer is seeking asphalt repair services for damaged parking lot areas at their facility in Glenville, West Virginia. The project involves removing and repairing damaged sections in front of the Utilities Building and Warehouse areas, including grinding, re-surfacing with a minimum 1.5-inch asphalt topcoat, and re-striping parking areas that were damaged by a 2024 watermain break. Contractors must provide all necessary equipment, labor, materials, and engineering services while complying with AASHTO standards and strict correctional facility security protocols. The government will evaluate proposals based on best value criteria, with past performance considered approximately equal in importance to price when selecting responsive and responsible vendors. Critical deadlines include an onsite visit scheduled for September 25, 2025 at 10:00 AM, with final quotations due by 4:00 PM on September 30, 2025, submitted via email to j2hutchison@bop.gov.
This procurement is designated as a Total Small Business set-aside under NAICS code 238990 (All Other Specialty Trade Contractors), with no incumbent contractors identified in the solicitation materials. While specific contract values are not disclosed, the solicitation indicates a firm fixed-price award structure with contractors responsible for obtaining any required permits. The project must be completed within six months of contract award, with work restricted to Monday through Friday from 7:30 AM to 3:30 PM due to the correctional facility environment. Performance will take place at FCI Gilmer in Glenville, West Virginia, where the damaged parking lot was originally installed in 2002 and requires comprehensive repair following infrastructure damage. Contractors must maintain active registration in the System for Award Management (SAM) and complete Standard Form 1449 as part of their submission requirements.
