About this opportunity
The Federal Bureau of Prisons (FBOP) at Federal Correctional Institution (FCI) Cumberland in Maryland is seeking a contractor to design, supply, and install a 12,000-gallon Above Ground Storage Tank (AST) system for emergency diesel generators. The comprehensive project requires providing a new AST with a 6-inch monolithic reinforced concrete enclosure that serves as both primary and secondary containment, along with a three-stage polishing unit, extensive monitoring equipment, and complete system installation. The contractor must utilize the existing fuel transfer system, transfer existing fuel to the new tank, obtain all necessary permits, comply with safety regulations, perform system testing, and provide operator training. Work must be conducted during standard institution hours (6:30 AM - 3:30 PM, Monday-Friday) with strict adherence to federal correctional facility security protocols. The pre-solicitation notice was posted on July 10, 2025, with a due date of July 25, 2025, though the specific evaluation criteria have not yet been detailed in this initial notice.
This opportunity is designated as a Total Small Business set-aside, restricting competition to qualified small business entities. The project involves a single 12,000-gallon capacity tank installation with sophisticated monitoring systems including tank monitors, leak detection controls, high-level alarms, vent risers, fuel piping, and mechanical gauges. The contractor must provide a comprehensive 30-year manufacturer's warranty, demonstrating the long-term nature and quality expectations of this installation. No incumbent contractors or specific budget ranges have been disclosed in this pre-solicitation phase, though the technical complexity and warranty requirements suggest a substantial investment in specialized fuel storage infrastructure for critical emergency power systems.
