About this opportunity

The Federal Bureau of Prisons' Federal Correctional Complex Hazelton is seeking to procure quarterly bread supplies under solicitation number 15B12126Q00000010, with a posted date of February 20, 2026, and a firm-fixed-price contract award anticipated. The procurement includes three line items: 7,500 packages of wheat hot dog buns (8-pack), 10,000 packages of whole wheat hamburger buns (8-pack), and 60,000 loaves of kosher whole wheat bread (22 slices, 24-ounce loaves), all to be delivered fresh within 48 hours of baking on plastic bread racks without boxes. This is an unrestricted solicitation with evaluation based on pricing (60% weight) and past performance (40% weight), with award to the responsible offeror whose offer is most advantageous to the Government. The deadline for submission of quotes is March 5, 2026, at 12:00 pm EST, with all offers required to include a signed SF 1449 and completed representations and certifications via ORCA submitted via email to HAX-ProcurementProp-S@bop.gov. The contracting officer is Charlie Hall (cehall@bop.gov) located at FCC Hazelton in Bruceton Mills, West Virginia.

This solicitation carries no set-aside designation and is open to all responsible vendors meeting the NAICS 311812 (Commercial Bakeries) classification. The contract period spans April 1, 2026, through June 30, 2026, with weekly deliveries required throughout the quarter to the Federal Correctional Complex Hazelton Food Service Warehouse at 1640 Skyview Drive, Bruceton Mills, West Virginia 26525. While no specific budget ceiling is identified in the solicitation, the substantial quantity requirements—totaling approximately 77,500 units of bread products over the 13-week delivery period—indicate a significant procurement value. All bread products must meet strict temperature and freshness standards upon delivery, with non-frozen perishable items required to arrive between 34°F and 40°F, and kosher items must bear proper certification symbols and comply with BOP National Menu Specifications. Payment will be made via Electronic Funds Transfer, and the Government reserves the right to make single or multiple awards, or no awards, based on evaluation of submitted proposals.
