About this opportunity
The Department of Justice Bureau of Prisons Federal Correctional Complex Coleman is procuring fresh produce including apples, cabbage, carrots, lettuce, celery, cilantro, cucumbers, onions, green peppers, sweet potatoes, white potatoes, tomatoes, bananas, and other fruits and vegetables. The solicitation requires all produce to meet or exceed USDA grade and quality standards, with strict requirements for palletized delivery and temperature control (34-40°F for non-frozen items). The procurement will be conducted through a competitive reverse auction on Unison Marketplace, where vendors can submit descending price bids in real-time. Award will be made using a tradeoff contracting method to the technically acceptable offeror whose past performance does not pose a risk to the government. Questions must be submitted through the Unison Marketplace platform, with the auction closing on August 5, 2025 at 11:00 AM Eastern Time.
This procurement is designated as a Small Business Set-Aside under NAICS code 311999 with a small business size standard of 700 employees, meaning only qualified small businesses may submit bids. The contract covers five consecutive performance periods from September 1, 2025 to October 3, 2025, with quantities including 300 cases of apples, 50 bags/cases of cabbage, 10 cases of carrots, and 250 cases of lettuce mix per period, among other produce items. Deliveries must be made FOB Destination to Coleman, Florida 33521, serving multiple delivery locations including LOW, MED, CAMP, USP1, and USP2 facilities within the correctional complex. The procurement is structured for 4th quarter 2025 delivery schedules ranging from single shipments to weekly deliveries between July 1 and September 30, 2025. While a target price of $1.00 is noted in the documentation, this appears to be inactive, with the actual contract value to be determined through the competitive reverse auction process.
