About this opportunity

The Federal Bureau of Prisons Federal Correctional Complex Coleman is procuring a comprehensive national menu of food service products for the second quarter of fiscal year 2026, including meats, dairy products, vegetables, fruits, baked goods, pasta, beans, spices, condiments, and paper products. The solicitation is being conducted as a Request for Quote using a competitive reverse auction format through Unison Marketplace, with pricing bids accepted until November 18, 2025, at 11:00 AM Eastern Time. Vendors must meet or exceed all specified requirements and comply with strict delivery standards including palletized and wrapped deliveries with specific temperature controls (34-40F for non-frozen perishables, 0F or below for frozen items) and delivery windows of 7:30 AM to 12:00 PM. The procurement utilizes a firm fixed-price structure with evaluation based on competitive bidding through the online reverse auction mechanism. Interested sellers must submit any questions regarding the solicitation through the Unison Marketplace platform at the earliest time possible to allow adequate response time prior to bid closure.

This procurement is designated as a 100 percent Small Business Set-Aside, with only qualified small businesses meeting the NAICS code 311999 classification and small business size standard of 700 employees eligible to participate; no current incumbent contractor is identified. Delivery quantities vary significantly by item, ranging from 1,000 to 80,000 pounds across the product line, with four distinct delivery schedules specified in the solicitation memo. The performance period spans January 1 through March 31, 2026, encompassing either single shipments, two equal shipments, three equal shipments, or thirteen weekly deliveries depending on the specific product line. All deliveries are FOB Destination to the Federal Correctional Complex located in Coleman, Florida 33521, with the facility responsible for receiving and inspecting all products upon arrival. The specific award value is not disclosed in the solicitation materials, though the extensive product range and quarterly timeframe indicate a substantial procurement opportunity for qualified food service vendors.
