About this opportunity
The Federal Bureau of Investigation's Enterprise Data Analytics Section (EDAS) is seeking big data extraction, transformation, and loading (ETL) software solutions and technical services to support operational data discovery, exploitation, analytics, and visualization capabilities. The Department of Justice Federal Bureau of Investigation Headquarters Division is conducting this pre-solicitation Request for Information (RFI) to identify qualified vendors from both large and small businesses capable of providing advanced big data processing technologies. Key requirements include software solutions compatible with Apache Spark, operational capability in IL 5 and IL 6 security environments, support for notebook-style development interfaces, CPU and GPU cluster support, AWS cloud integration, and artificial intelligence capabilities such as SparkNLP and Large Language Model compatibility. Vendors must possess a Government Top Secret Facility Clearance and demonstrate technical abilities through a 5-page capabilities package. Responses to this RFI are due by 12:00 PM Eastern Time on November 21, 2025, with electronic submission required to Brandon James.
This opportunity carries no small business set-aside designation. The anticipated performance locations include FBI facilities in Huntsville, Alabama, or the National Capital Region, with expected performance delivery beginning in early 2026 through the end of the fiscal year. No incumbent contractor information or specific award value has been disclosed in this pre-solicitation notice. The RFI process will inform the development of a formal solicitation and help the FBI identify qualified sources capable of supporting its critical enterprise data analytics mission. Interested vendors should begin preparing their technical capabilities documentation immediately to meet the November 21, 2025 deadline.
Notice text
The Federal Bureau of Investigation (FBI) is an intelligence-driven and threat-focused national security organization with both intelligence and law enforcement responsibilities. The EDAS mission is to provide the FBI with operational data discovery, exploitation, analytics, and visualization tools. The extraction, transformation, and loading (ETL) of raw data into actionable intelligence is a core enabler of EDAS delivering on its mission. Big data technologies are required to perform ETL and analytic processes due to the volume, velocity, variety, value, and veracity of the enterprise data stewarded by EDAS.
