About this opportunity
The Internal Revenue Service is conducting market research through a Sources Sought notice to determine procurement strategy for purchasing two perpetual licenses for Oxford Wave Research FAUXDIO software, with responses due by August 5, 2026. This is a sources-sought notice only and does not constitute a request for proposal, quote, or invitation for bid; the Government is under no obligation to award a contract based on responses.
The software is designed for IRS Criminal Investigation to verify authenticity of audio and video evidentiary files and identify alterations or AI-generated content. The procurement includes two perpetual, single-user licenses (CLIN 0001) and two annual renewable subscriptions for system model updates with technical support (CLIN 0002). Annual subscriptions provide Silver Level technical support, access to an online support portal, new model releases, bug fixes, and participation in a FAUXDIO user group focused on deepfake detection. Training consists of a one-day online group course.
The base contract period runs from September 30, 2026 through September 29, 2027, with two optional one-year renewal periods extending through September 29, 2029. Delivery is to the IRS Criminal Investigation office. Section 508 compliance is required for all ICT products and documentation.
Respondents should submit company information, business size and socioeconomic status if applicable, capability description including resources and technical competencies, and information on GSA schedule or open-market sourcing availability. NAICS code 334310 and PSC 7A21 apply. No set-aside is anticipated. Contact Neil Belden (neil.d.belden@irs.gov) or Patricia Brown (patricia.e.brown@irs.gov) with responses limited to five single-sided pages excluding covers and cover letter.
