About this opportunity
The Department of the Navy Naval Supply Systems Command seeks repair and preservation of a 25UB1308 utility boat (FAS-34) at Sasebo, Japan, with quotations due July 21, 2026. Amendment 0003, issued July 6, 2026, cancels the entire solicitation.
The solicitation required offerors to hold an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region with NAVSUP Fleet Logistics Center Yokosuka. Offerors lacking such an agreement were required to submit documentation of an approved and active agreement as part of the proposal package. Contractors located outside Japan were required to submit documentation unambiguously demonstrating compliance with DFARS 252.225-7042; failure to do so rendered them ineligible for award. Any offeror without an active MSRA or ABR in the Japan Region, or unwilling to execute such a master agreement before job order award, was ineligible.
Place of performance was the contractor's yard within Sasebo Bay, Sasebo Harbor Limit, Japan. Work was scheduled to commence September 1, 2026, with production completion by November 30, 2026, and final completion by December 15, 2026. The scope included replacement of aluminum alloy bow plate, fabrication of a new AFT cabin curtain, re-upholstering a cabin seat, replacement of rubber fender and windshield wipers, replacement of a zinc anode, preservation of underwater hull and structural surfaces, and installation of nonskid deck covering. All work required compliance with standards including 0900-LP-060-4010, MIL-STD-2003B, and MIL-STD-1310H(NAVY). Award was to be made as a firm-fixed-price job order to the responsible offeror submitting the lowest total priced quotation. Pricing was quoted in Japanese Yen at the FY26 Budget Exchange Rate of JPY 150.4415 per USD 1.00. Amendment 0002, effective June 23, 2026, scheduled a mandatory site inspection for June 29, 2026, at 9:00 JST.
