About this opportunity

The Department of the Navy Naval Supply Systems Command seeks repair and preservation services for the FAS-33, a 27-foot 5-inch aluminum alloy boat, with proposals due July 21. Amendment 0003, effective July 6, cancels the original solicitation N6264926Q0373 in its entirety.

Award is restricted to contractors holding an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) in the Japan Region; offerors without current agreements must submit approved copies as part of the proposal package. Contractors outside Japan must provide unambiguous documentation demonstrating compliance with DFARS 252.225-7042 regarding authorization to operate and conduct business in Japan; failure to do so renders them ineligible. Any offeror unwilling to execute an MSRA/ABR in the Japan Region before award is ineligible.

Place of performance is Sasebo, Nagasaki, Japan, at the contractor's yard location within Sasebo Bay. Performance runs September 1 through December 15, 2026, with production completion by November 30. Work scope includes blasting and coating 580 SF of underwater hull surfaces to SSPC-SP 17 specification; preserving 220 SF of structural aluminum; applying 170 SF of nonskid deck covering; installing a new zinc anode; replacing cabin curtain and upholstery; fabricating and installing 55 LF of rubber fender; and replacing two windshield wipers and motors with cable and bonding per MIL-STD specifications. Contractor must obtain S130 witness inspections for surface preparation and coating at designated checkpoints and dispose of all industrial waste per Japanese law. The contract is firm-fixed-price; pricing is submitted in Japanese Yen using the FY26 exchange rate of 150.4415 JPY per USD 1.00 but payment will be in U.S. dollars. Award goes to the responsible offeror submitting the lowest total price. The NAICS code is 336611, Ship Building and Repairing; PSC is J019.
