About this opportunity
The U.S. Army Corps of Engineers, specifically the Engineer Research and Development Center's Cold Regions Research and Engineering Laboratory, is seeking site preparation services for the Farmers Loop Permafrost Research Facility in Fairbanks, Alaska. The project involves creating an 8,367 square foot gravel pad, clearing trees and vegetation, and installing a new 208V 3PH 80amp power drop to expand the facility's research capabilities. Key contract requirements include having an Alaska-licensed journeyman electrician, being located within 150 miles of Fairbanks, and demonstrating three years of site preparation experience. The government will evaluate offers using a lowest-priced technically acceptable approach, with quotes due by 1400 hours CDT on May 16, 2025. Offerors must submit three volumes: Technical Approach, Contractor Qualifications and Experience, and Pricing, and must be registered in the System for Award Management (SAM).
The solicitation is a total small business set-aside under NAICS code 238910 with a small business size standard of $19 million. The project timeline requires work to begin within one week of June 1, 2025, with completion no later than September 30, 2025. The place of performance is Fairbanks, Alaska, with specific requirements including preserving the organic layer, installing a geotextile layer, and spreading 24-36 inches of gravel with proper compaction. The government intends to award a single purchase order and reserves the right to award without discussions or make no award at all, depending on the quality and price of received quotes. Contractors will be evaluated using a surveillance matrix with performance ratings ranging from Unsatisfactory to Excellent/Outstanding, with a focus on meeting the specific site preparation and infrastructure expansion objectives for the permafrost research facility.
