PERFORMANCE WORK STATEMENT

Farmers Loop Expansion

1 Introduction:

The Contractor shall create a new gravel pad at the CRREL Farmers Loop Permafrost Research Facility. The Contractor shall clear trees, vegetation, and debris within the specified site limits, spread the sub grade and gravel, and install a new power drop.

1.1 Scope:

The scope of this work is to remove trees and vegetation and install a level gravel pad at the US Army Corps of Engineers, Cold Region Research and Engineering Laboratory Farmers Loop Permafrost Research Facility, located at 302 Farmers Loop Road, Fairbanks, AK 99712. The addition of this gravel pad will expand the research area and potential at this research facility, connecting two existing research areas.

The primary purpose of the expansion is increasing the ability to conduct research at the Farmers Loop facility. The area to be cleared covers roughly 8,367 ft2 (Figure 1). A secondary purpose is to provide additional space for Arctic Testing of prototyped infrastructure for the Army. The area shall be rid of all trees, stumps, and foreign objects within the proposed expansion area. The contractor shall keep the organic layer intact as much as possible. A geotextile layer shall be installed prior to the aggregate layers. The Geotextile should be #2 Separation, Class 3 and Conform to Section 630/729-2.01/ and AASHTO M 288. The gravel layer shall be 24-36 in thick, sub-base material shall be proof rolled to ensure proper compaction and leveled with the existing gravel pads. Compaction of the base layer material shall be 85% optimum density. New pad shall be constructed in such a way that water drains and does not pool on the surface. The sub-base material should be 12-18” of 6BL, no greater. Base material shall be D-1 to the finish grade of the pad. Power lines that run through this area shall be retained and remain functional.

An additional 208V 3PH 80amp power drop shall be installed at the southeast corner of the new pad. The Contactor is responsible to contacting Golden Valley Electric Association (GVEA) directly to coordinate this service. This will be accomplished by creating a new power drop from the high tension 3 phase that is located to the southeast of the proposed new pad location. The power drop shall consist of a 35-inch x14.5-inch breaker box with room for 24 breakers and be roughly 80ft from the overhead powerlines. The power drop shall be constructed in the same manner as the one shown in Figure 1 by an Alaska licensed journeyman electrician.

The Contractor shall dispose of all vegetation and debris except for trees over six (6) inches in diameter. Trees over six (6) inches in diameter shall be placed neatly in a pile north of the gravel pad as indicated by onsite Government personnel.

The Contractor is responsible for the removal of all foreign objects, trees, and stumps within the proposed area. It is also responsible for moving the power lines, installing a new power drop, and ensuring the new and existing drops are operational at the conclusion of the work. The Contractor is also responsible for proving a solid, level surface for research purposes. All the labor and materials shall be provided by the Contractor.

The Contractor shall submit before and after photos at the conclusion of site expansion work.

2 General Requirements

The Contractor shall plan, program, administer, manage, execute, and complete the work necessary to provide the specified services. The Contractor shall perform all administrative services, such as material procurement, quality control, financial control, and correspondence, and maintain accurate and complete records and files.

Due to possible permafrost soil conditions, the Contractor shall be based or established (e.g., satellite office) in the Fairbanks, AK service area, which is defined as within a 150-mile radius.

Due to existing site conditions and overarching project requirements, contract performance must begin within ± one (1) week of 1 June 2025. Project completion is required no later than 30 September 2025.

Contractor shall coordinate work with COR as needed to minimize any disruption to facility operation.

(1) Contractor Primary Point of Contact (POC). The Contractor shall designate a primary POC for work being performed during the execution of the contract. The Contractor primary POC shall keep the COR informed of the work progress and be available to the COR in the event of a change in the schedule or if any problems arise. The primary POC is required to be present at the post-award conference to be held within two (2) weeks after contract award.

2.1 Non-Personal Services

The Government shall neither supervise the Contractor employees nor control the means or methods by which the Contractor performs the required tasks. Under no circumstances shall the Government assign tasks to, or prepare work schedules for, individual Contractor employees. It shall be the responsibility of the Contractor to manage its employees and to guard against any actions that are of the nature of personal services or give the perception of personal services. If the Contractor believes that any actions constitute, or are perceived to constitute personal services, it shall be the Contractor's responsibility to notify the Contracting Officer (KO) immediately.

2.2 Business Relations

Once notified by the Government of an executed contract, the Contractor shall successfully integrate and coordinate all activity needed to execute the requirement. The Contractor shall manage the timeliness, completeness, and quality of the deliverables.

2.3 Contract Administration and Management

The following subsections specify requirements for contract, management, and personnel administration:

2.3.1 Contract Management

The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of the resources assigned to the requirement.

2.3.2 Contract Administration

The Contractor shall have the responsibility for supervising the support required and provide a POC for the Government to notify in case of emergency, proposed additions to the scope of work, and Government complaints about the performance of the work.

2.3.3 Personnel Administration

The Contractor shall provide all management and support as required. The Contractor shall make any necessary travel arrangements for its employees.

2.4 Quality Assurance

The Government will periodically evaluate the Contractor’s performance in accordance with the Quality Assurance Surveillance Plan (QASP) and PWS Section 3.1, Performance Requirements Summary.

2.5 Subcontract Management

The Contractor shall be responsible for any subcontract management necessary to integrate work performed on this requirement and shall be responsible and accountable for subcontractor performance on this requirement. The prime Contractor shall manage work distribution to ensure there are no Organizational Conflicts of Interest (OCI) considerations.

2.6 Location and Hours of Work

The work location is US Army Corps of Engineers, Cold Region Research and Engineering Laboratory Farmers Loop Permafrost Research Facility, located at 302 Farmers Loop Road, Fairbanks, AK 99712. CRREL is open for business from 0700 to 1700 Monday through Friday.

If the Contractor requests access earlier than 0700, it must be coordinated the day before with the COR. If the Contractor requests access after 1700, it must be coordinated by 1500 that day with the COR.

2.7 Travel / Temporary Duty (TDY)

The Contractor is responsible for arranging all travel and related cost required to complete the scope of this PWS

2.8 Information Management

Controlled Unclassified Information (CUI). Regarding DFARS clauses 252.204-7012 and 252.204-7020, CRREL does not plan to deliver or receive CUI data under this contract effort.

3 Performance Requirements

The following section specifies the Performance Objectives and Performance Elements for the contract. The Contractor shall conduct the following specified work:

3.1 Performance Requirements Summary (PRS)

3.1.1. Performance Ratings

The COR will use the following ratings to evaluate the quality of the contractor’s performance.

Performance meets contractual requirements and exceeds many to the government’s benefits. The contractual performance of the element or sub-element being assessed was accomplished with no problems and contractor actions were highly effective.

Very Good Performance meets contractual requirements and exceeds some to the government benefits. The contractual performance was accomplished with few minor problems for which corrective actions taken by the contractor were effective.

Good Performance meets contractual requirements. The contractual performance contains some minor problems for which corrective actions taken by the contractor were satisfactory.

Marginal Performance does not meet some contractual requirements. The contractual performance reflects a serious problem for which the contractor has not yet identified corrective actions. The contractor’s proposed actions appear marginally effective or were not fully implemented.

Unsatisfactory Performance does not meet most contractual requirements, and recovery is not likely in a timely manner. The contractual performance contains serious problem(s) for which the contractor’s corrective actions appear or were ineffective.

3.1.2. Surveillance Matrix

The following surveillance matrix ensures that the Government and contractor have a clear understanding of how contract performance will be monitored and evaluated. The surveillance matrix outlines task performance standards, methods of surveillance, acceptable performance standards, and relevant incentives/remedies.

3.2 Cleanup.

The Contractor is responsible for the area being free of debris, equipment, and other materials used or generated during contract performance.

4.0 Other Provisions

Covering requirements for personnel conducting the work.

4.1 Post Award Conference

A. Overview: Contractor shall attend an onsite post award conference that will be arranged by the Government technical point of contact (TPOC) or COR before any work on site commences.

B. Purpose: The purpose of the conference is to discuss scheduling, to review safety, security, describe the work plan, inform Contractor of Government lines of authority, and to address other subjects or questions that may be raised by either the Government or Contractor.

4.2 Scheduling

A. Overview: Scheduling will be discussed at the post award conference. Work shall not commence until the work schedule has been approved. Once approved, the schedule shall be strictly followed. No changes can be made by the Contractor without prior approval of the COR.

B. Work Hours: Unless otherwise authorized in writing by the COR, the project site will be available for activities during normal work hours of USACE, from 7:00 AM to 5:00 PM, weekdays, excluding Federal holidays.

C. Period of Performance: Anticipated to start within one (1) weeks of 1 June 2025 and conclude no later than 30 September 2025. Exact duration to be determined at contract award.

4.3 Antiterrorism/Operations Security (AT/OPSEC)

4.3.1. General security requirements and guidance:

The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR), Requiring Activity (RA) representative, or Contracting Officer (if a COR or other RA representative is not appointed)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures --this includes identifying mission essential and non-mission essential personnel. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

4.3.2. Physical security and access control requirements:

All contract personnel requiring physical access to a federal installation or facility shall comply with the access control procedures of that location. Contract personnel requiring unescorted access to meet contract performance requirements on a DoD installation in the US shall be vetted by the installation/facility Provost Marshal/Directorate of Emergency Services/Security Office using the National Crime Information Center-Interstate Identification Index (commonly referred to as “NCIC-III”) and Terrorist Screening Database (commonly referred to as “TSDB”). Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed. Contract personnel who receive keys, access cards, or lock combinations that provide access to government-owned property shall comply with key and lock control procedures of the RA.

4.3.3 Suspicious Activity Reporting training (e.g., iWATCH, CorpsWatch, or See

Something, Say Something):

All contract personnel shall receive initial and annual refresher training from the RA representative on the local suspicious activity reporting program. This locally developed training provides contract personnel with general information on suspicious behavior, and guidance on reporting suspicious activity to the project manager, security representative or law enforcement entity.

4.3.4 Pre-screen candidates using E-Verify Program:

Contractors shall comply with the requirements set forth in FAR clause 52.222-54 Employment Eligibility Verification and FAR Subpart 22.18 in using the E-Verify Program at (https://www.e-verify.gov/) (website subject to change) to meet the contract employment eligibility requirements. Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws in accordance with FAR 22.102-1(i). An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

4.4 Smoking

Smoking shall comply with the CRREL Smoking Policy, which, in general, prohibits smoking on site except in a designated smoking area. Designated smoking areas will be discussed at the post award conference.

4.5 Government-furnished Utilities

The Government will furnish to the Contractor, in reasonable quantities, electricity to successfully complete this contract. Contractor may use the existing porta potty at the site, although the rental of more may be necessary at the contractor’s expense.

4.6 Control of Waste

During performance of all work on site, Contractor shall control waste and debris to ensure that it stays within the work area. Contractor shall remove waste and debris from the site and properly dispose of it daily.

4.7 Tools and Equipment

Tools and equipment used under this contract shall be maintained in good condition and shall be used and stored always using safe practices and procedures in accordance with manufacturer’s instructions and recommendations. Tools and equipment shall be restricted to the immediate work area unless alternate arrangements are requested and approved through the COR. GFCI protection is required for portable tools and portable extension cords.

4.8 Damage to Worksite

Installation of new materials shall not cause any damage to surrounding areas or items. Contractor shall repair, at his own expense, all damages that occur to new work, the work areas, or any surrounding areas or items if damages are caused as a result of the performance of Contractor work under this contract. All repairs shall be done as directed by the Government.

5.1 Contractual Disclaimer

Contractor is hereby notified that NO CRREL employee has the authority to direct contract employees in any way to alter their contractual obligations. If the Government does desire to alter requirements, changes will be issued in writing and signed by the Contracting Officer (KO) cited in your contract. Contractor’s employees shall take no action on any change unless and until the POC receives such a contract modification.

5.2 Inspection and Work Completion

a. Overview: This contract is subject to routine Government inspections throughout the performance of Contractor work and a final Government inspection upon completion of each task.

b. Inspections: Routine Government inspections will, among other things, help ensure continuous quality assurance and more quickly identify defects. Contractor shall repair defects as directed by the Government at Contractor’s own expense.

c. Work Completion: Upon Contractor completion of the Work, the Government will make a final inspection to confirm the following:

All defects have been corrected as directed.

All work has been completed.

All work areas are left clean.
