About this opportunity

The American Battle Monuments Commission (ABMC) is seeking commercial research services to identify American Jewish servicemembers buried under grave markers that incorrectly represent their religion or heritage, and to identify surviving next of kin across 26 overseas ABMC-administered military cemeteries covering World War I and World War II burials. The contractor must conduct independent historical, genealogical, and documentary research to develop case files with evidence supporting Jewish identity, confidence assessments, and documented kinship pathways, while remaining prohibited from contacting next of kin without written authorization. Evaluation will prioritize demonstrated capability and expertise, technical approach, management and schedule capability, quality control and data protection procedures, and price reasonableness. Questions must be submitted by April 14, 2026 at 5PM Eastern Time, and proposals are due by April 28, 2026 at 5PM Eastern Time via email in three volumes (technical approach, past performance, and firm-fixed-price quote). The initial batch of 3-5 completed case files must be delivered by Day 90, with subsequent batches of 3-5 cases submitted as research identifies potential cases.

No Women-Owned Small Business set-aside or other small business designations are applied to this solicitation. The contract is structured as a Firm-Fixed-Price award with a 12-month base period and four optional years, with separate reimbursable travel costs under Federal Travel Regulations; while no specific budget range is disclosed, ABMC estimates approximately 5,000 potential cases based on historical data indicating Jewish servicemembers represented about 4% of the 140,000 individuals buried at ABMC sites. Performance will take place in Arlington, Virginia, though work may be performed remotely with advance written Contracting Officer approval. The contractor must demonstrate documented experience in U.S. military service records research, genealogical research with primary-source vital records, Jewish genealogy expertise, and sensitive information management. Staff must implement standardized quality control processes including source citation checks, peer review of high-confidence cases, and periodic internal audits to ensure government-suitable research deliverables.
