About this file
This is a Questions and Answers document for RFP 74330226R0039, the Fallen Servicemembers Religious Heritage Restoration Program, issued by the American Battle Monuments Commission (ABMC) on April 22, 2026.
The contract requires the selected contractor to conduct research to identify Jewish servicemembers buried under incorrect headstones (Latin Cross instead of Star of David) across 26 overseas ABMC-administered military cemeteries covering World War I and World War II burials. The contractor is responsible for independently developing and researching a list of potential misidentified cases, as ABMC does not maintain a database of such cases. Case identification and screening efforts are core deliverables. The contractor must deliver 3-5 case files by Day 90, then batch subsequent cases for submission to ABMC in groups of 3 or greater up to five cases to maintain consistency and prevent process overwhelm. There is no specified estimated range for annual case identification or specific target throughput beyond initial delivery. ABMC estimates approximately 5,000 cases based on historical data showing Jewish servicemembers represented about 4% of total burials among 140,000 individuals interred at ABMC sites. The contract uses a Fixed Price (FFP) structure, with price evaluated on the FFP amount and supporting narrative. Contractors may submit pricing with clearly stated assumptions regarding estimated case volume and identification yield rates, acknowledging that actual conditions may vary. No Women-Owned Small Business set-aside is currently planned for this requirement.

Question ID RFP Reference Document Page Question Answer
1 SOW 1,2 Will ABMC provide an initial dataset, candidate list, or prioritized records, or is the Contractor expected to independently identify all potential candidate cases across ABMC cemeteries?
The contractor is responsible for research to develop and research a list of possible burials under the incorrect headstone. ABMC does not have a database of potential cases of mis-identified individuals.
2 SOW 1,2 Can ABMC clarify the total scope of cemeteries and memorials included in this effort? The scope is within the 26 Overseas military cemeteries administered by the ABMC.
3 SOW 2,4 Does ABMC have an estimated range of anticipated cases (annually or over the base period) for planning and pricing services?
There is no specified estimated range for annual identification of cases.
4 SOW 3 Should case identification and screening efforts (research to determine whether a valid case exists) be considered part of the core deliverable effort, or is there an expected number of completed case files?
This is part of the core deliverable.
5 SOW 4 Beyond the initial delivery of 3-5 case files by Day 90, is there a target throughput or production expectation (e.g. cases per month or quarter)?
There is no specific target but the expectation is that as research identifies potential cases the contractor will batch those for submission to ABMC to keep the process from being overwhelmed with a large number of cases at one time. It is up to the contractor to determine of a batch is 3 or greater up to five and maintain batch consistency
6 RFP Instructions Letter 1 Given the FFP structure, can ABMC provide any guidance regarding expected level of effort, case volume assumptions, or evaluation approach for price realism?
During both WW1 and WW2 Jewish servicemembers represented about 4% of the total among all services. Given this statistic the 4% of the 140,000 buried in ABMC sites is equal to about 5600.The expectation for this contract would be closer to 5,000 given that not all are buried incorrectly and several dozen have already been corrected.
7 RFP Instructions Letter 1,2 Will price be evaluated based on an assumed workload model (e.g. estimated number of cases, or solely on the FFP and supporting narrative?
Price will be evaluated on FFP and supporting narrative.
8 RFP Instructions Letter 2 Would ABMC consider or accept pricing submissions that include clearly stated assumptions
(estimated case volume, identification yield rates), with acknowledgement that actual conditions may vary?
Yes, assumptions shall be clearly stated in submissions with acknowledgement that actual conditions may vary.
9 Would ABMC consider an WOSB set-aside for the requirement? Not at this time.
10 Is the purpose of this in order to change the headstone to a Jewish one? The purpose is to conduct research to see if any Jewish servicemembers were buried under a
Latin Cross and create a file of information to substantiate the change to a Star of David
Headstone.
11 Is there a list of names of servicemen that are in question? There is no existing list. The successful vendor will undertake the research to identify any persons where this will be necessary.
12 How far back is this meant to go? This covers all the burials in ABMC cemeteries which cover WW1 and WW2.
13 Are all the cemeteries on this scope of work in the USA? There are no cemeteries in the US. This contract is for the 26 Overseas American Military
Cemeteries managed by the ABMC.
