About this opportunity

The General Services Administration (GSA) Public Buildings Service Region 10 is conducting market research to identify potential contractors for elevator maintenance, repair, and related services at two federal buildings in Alaska: the Fairbanks Federal Building and the Ketchikan Federal Building. The procurement seeks a contractor capable of providing comprehensive elevator maintenance services, including monthly inspections, emergency response, and adherence to ANSI A17.1 & A18.1 safety codes. Contractors must demonstrate technical capabilities with specific requirements for supervisory and mechanical staff, including 4 years of recent experience and expertise with Otis & Dover Elevator's MCE controller for traction elevators. The Sources Sought notice requires interested parties to submit detailed organizational information and capability statements by February 7, 2025, at 5:00 PM PST via email to charles.enoch@gsa.gov. The government will use this market research to determine the most appropriate procurement method, which could potentially be a small business set-aside or full and open competition.

The current solicitation does not indicate a specific set-aside designation, leaving the procurement open to various business sizes and types under NAICS code 238290 (Other Building Equipment Contractors). While no incumbent contractor is mentioned, the performance work statement outlines detailed service expectations, including 30-minute response times for entrapments during working hours and 1-hour response during non-working hours. The contract will require maintaining elevators in satisfactory condition, with the contractor responsible for comprehensive testing, inspection, and maintaining an inventory of replacement parts available within 4 hours. Some services will be included in the base contract price, while specific repairs and after-hours responses will be reimbursable, with different procedural requirements for work valued under $2,500, between $2,500-$25,000, and over $25,000. The solicitation covers two specific federal building locations: the Fairbanks Federal Building at 101 12th Avenue and the Ketchikan Federal Building at 648 Mission Street.
