The procurement is unset and will be awarded to the lowest-priced, technically acceptable responsible contractor based on initial proposals; discussions may be held with firms in the competitive range if necessary.
Place of performance is Zagreb, Croatia (postal code 10010). The contract covers two air-cooled chillers and one dedicated heat recovery chiller, with performance commencing no later than September 1, 2026. All refrigerants must meet AHRI Standard 700-2015, parts must be OEM-approved, and the contractor must maintain on-site inventories of consumable items.
The contract is structured as a firm fixed price agreement payable entirely in US dollars with a one-year base period and four optional one-year renewal periods (potential five-year total). Personnel security clearances are required, with work in CAA/PCC areas restricted to cleared American construction personnel. Contractor personnel must be fluent in English and obtain country clearance. Standard working hours are 8:00 a.m. to 4:30 p.m. Monday through Friday, excluding US Government and local holidays. Insurance requirements include public liability coverage naming the U.S. Government as additional insured and Defense Base Act insurance. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors); PSC code is H341. Offerors must be registered in SAM at submission time.
