About this opportunity

The Defense Commissary Agency (DeCA) has issued a Sources Sought notice for facilities maintenance, HVAC, and refrigeration services across 182 commissary locations throughout the United States and its territories. The procurement covers preventive and predictive maintenance, routine and emergency repairs, condition-based recommendations, and support for energy-efficient facility operations to minimize disruptions to store operations while supporting DeCA's mission to deliver food supplies to authorized customers. DeCA is considering a restructured approach that would award a centralized call center contract separate from maintenance services, along with four new regional Maintenance & Repair/HVAC and Refrigeration contracts covering East (including Puerto Rico), Central, West, and Pacific regions. Currently, the agency operates under three separate GSA Schedule contracts for general maintenance, HVAC/refrigeration, and call center support, each covering different regional groups with different processes and contact numbers. The response deadline for this market research initiative is August 21, 2025, with no evaluation criteria specified as this is an information-gathering exercise rather than a formal solicitation.

This opportunity does not include any set-aside designations and is open to all qualified businesses. The notice does not identify current incumbents by name but references existing GSA Schedule contracts that cover the current service requirements across different regional configurations. No specific award values or budget ranges are disclosed in the notice, as this is a preliminary market research effort rather than a formal procurement announcement. The scope encompasses 182 military installations with a combined total area of 13,208,455 square feet, ranging from facilities as small as 2,896 square feet at Camp Merrill to larger complexes like Guam CDC at 202,474 square feet. The facilities span various military branches including Air Force bases, Naval air stations, Marine Corps bases, and Army installations across different geographical regions including overseas territories. The timeline for actual contract performance has not been specified, as DeCA is still in the planning phase for this recompete effort.
