About this opportunity
The Department of State's Office of Acquisition Management is seeking contractors to provide comprehensive Facilities Operations and Maintenance (O&M) Services for its domestic portfolio, which encompasses over 40 Department of State buildings across the United States. The solicitation covers critical facilities management responsibilities including safety systems, electrical and mechanical infrastructure, energy management, environmental compliance, janitorial services, and grounds maintenance. Offerors will be evaluated based on past performance, with specific requirements for submitting five contract references demonstrating similar scope, size, and complexity, of which at least three must be performed at the prime contractor level. The evaluation will assess the recency, relevancy, and quality of past performance submissions, with references needing to meet specific thresholds for annual dollar value, facility size, and service scope. The opportunity is currently in a draft Request for Proposal (DRFP) stage, with the final solicitation expected to be released after the current industry review and feedback period.
The contract is designated as a Competitive 8(a) set-aside, indicating it is targeted for participation by small businesses owned by socially and economically disadvantaged individuals. While specific award values are not detailed in the pre-solicitation notice, the broad scope of managing facilities for over 40 Department of State buildings suggests a significant contract opportunity. The procurement will cover facilities including the Harry S Truman Building and its annexes in the Washington metropolitan area, as well as other Department facilities throughout the United States. Potential offerors are allowed to submit past performance references from predecessor companies, sister companies, or affiliates, with flexibility to include up to two references from prime offeror's subcontractor experience or proposed first-tier subcontractors. The solicitation references specific regulations including Section 865 of the 2024 National Defense Authorization Act and Federal Acquisition Regulation provisions to guide the evaluation process.
