About this opportunity
The Department of the Navy Strategic Systems Programs awarded a modification to Lockheed Martin Corporation for facilities engineering and warhead planning services in support of the SLCM-N Program, with contract value of $9.629 million awarded on September 30, 2026.
The contract runs from October 1, 2026 through September 30, 2027, with an estimated total value of $15.022 million in RDT&E appropriations. The contract includes an optional increase of up to 30 percent of total value for each contract line item to accommodate emergent in-scope requirements. Place of performance includes Strategic Weapons Facility, Atlantic (SWFLANT) and Strategic Weapons Facility, Pacific (SWFPAC), with on-site engineering coordination.
The award was made as a sole source contract under 10 U.S.C. 3204(a)(1). The Navy justified sole source award citing Lockheed Martin's unique position as the only contractor with demonstrated expertise in Navy nuclear weapons processing, existing facility clearances, security-cleared workforce, and institutional knowledge of proprietary TRIDENT D5 and SLCM-N interface data and nuclear weapons safety protocols. The Navy conducted market research including a Sources Sought Notice posted March 7, 2025, which received six responses; evaluation determined five competing firms lacked required Navy nuclear process experience. Additional market research on April 6, 2026, found no alternative qualified sources. Scope includes facility engineering and design support, nuclear weapon safety and security engineering support, and special studies analyzing prototype SLCM-N missile system integration in field experiments.
