About this file
This is a Justification and Approval (J&A) document for a sole source contract award issued by the Department of the Navy's Strategic Systems Programs Office (SSP).
The Navy is awarding a sole source contract to Lockheed Martin Corporation (CAGE 7X6A9, Titusville, FL) for facilities engineering and warhead planning services supporting the Nuclear-armed, Sea-Launched Cruise Missile (SLCM-N) Program. The contract period runs from October 1, 2026 through September 30, 2027, with an estimated value of $15,022,900 in RDT&E appropriations. The contract includes an optional increase of up to 30 percent of total value for each contract line item to accommodate emergent in-scope requirements. Services include facility engineering and design support at Strategic Weapons Facility, Atlantic (SWFLANT) and Strategic Weapons Facility, Pacific (SWFPAC); on-site engineering coordination; nuclear weapon safety and security engineering support; nuclear warhead handling, engineering, and integration support; and special studies analyzing prototype SLCM-N missile system integration in field experiments. The Navy justifies sole source award under 10 U.S.C. § 3204(a)(1) (only one responsible source), citing Lockheed Martin's unique position as the only contractor with demonstrated expertise in Navy nuclear weapons processing, existing facility clearances, security-cleared workforce, and institutional knowledge of proprietary TRIDENT D5 and SLCM-N interface data, Strategic Weapons Ordnance Publications (SWOPs), and nuclear weapons safety protocols. The Navy conducted market research including a Sources Sought Notice posted March 7, 2025, which received six responses; evaluation determined five competing firms lacked required Navy nuclear process experience and SWF familiarity. Additional market research on April 6, 2026, found no alternative qualified sources. The Navy notes that transitioning to a new contractor would require an estimated 24-36 months to acquire facility clearances, establish a cleared workforce, and gain institutional knowledge, directly jeopardizing the accelerated SLCM-N fielding schedule. The Contracting Officer determined the anticipated cost to be fair and reasonable.

4. Statutory Authority Permitting Other Than Full and Open Competition. 10 U.S.C.
§ 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority. Only LM has the necessary skills to provide the facilities engineering and warhead planning services in support of the SLCM-N Program. LM is presently responsible for the design, development, production, assembly, sustainment, and documentation for the scope of services, and supplies required by the Government in support of the TRIDENT D5 program. LM’s expert knowledge of the nuclear weapons facilities design, production, and assembly in a timely and cost-efficient manner, based on the technical complexity of the Naval nuclear weapons processing is instrumental in meeting the accelerated program requirements for SLCM-N. LM possesses an already qualified and established work performer apparatus on the SWFs, and for several decades has developed expertise of the Government-Owned, Contractor-Operated facilities on-site. LM currently performs facilities engineering, program planning, and systems engineering on behalf of the TRIDENT D5 program and has current, relevant knowledge and experience with operations, facilities engineering and nuclear weapons handling at SWFLANT and SWFPAC. SLCM-N shore operations, to include receipt, storage, nuclear weapons handling and transportation, warheading and de-warheading, and loading and unloading the weapons at SWFLANT and
SWFPAC. To meet this requirement, it is necessary to build infrastructure and seamlessly integrate the SLCM-N mission with the TRIDENT D5 mission at the SWFs. LM is the only qualified provider of facilities acquisition and engineering services due to its unique position as the only contractor capable to implement nuclear weapon system capability at the SWFs, which will require on-site facility engineering subject matter expertise, as well as knowledge of the Naval Nuclear Weapons safety and security standards.
Based on the aforementioned facts and programmatic impact analysis, LM is the only responsible source capable of fulfilling the Government’s requirements, cost and other factors considered. This effort is a follow-on to the fiscal year 2026 contract award to LM, which was not competed. Award to any other source would result in unacceptable delays in fulfilling the agency's requirements. A new contractor would require an estimated 24 to 36 months to acquire the necessary facility clearances, establish a workforce with the required security clearances, and gain the institutional knowledge of proprietary TRIDENT D5 and SLCM-N interface data, SWOPs, and Nuclear Weapon Safety/Security (Surety) protocols. This delay would directly jeopardize the accelerated fielding schedule for the SLCM-N program.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable. SSP posted Sources Sought Notice (SSN) N00030-RFI-SLCMN02 to the System for Award Management site (SAM.gov) on March 7, 2025, and received six responses from industry. As detailed in the Market Research Report dated July 20, 2026, the Government conducted a technical evaluation of the responses and determined that the five respondents (minus LM) do not have the required expertise, experience, and facilities to meet the requirements for this acquisition. Specifically, the analysis concluded these firms lacked demonstrated experience with United States Navy nuclear processes at SWFs and familiarity with SWOPs.
On April 6, 2026, additional market research was performed through online searches, reviewing contractor websites, and researching government databases for similarly awarded contracts.
Specifically, the Government reviewed SAM.gov to identify contracts with similar scope, the websites of the companies that responded to the SSN posted on March 7, 2025, and a listing of recruitment websites, including clearancejobs.com (to identify any companies that might be hiring positions relevant to SLCM-N requirements). Market research efforts also included online searches with key words related to the requirements for this acquisition. The additional market research did not identify any additional qualified sources with the breadth and depth of technical and unique expertise necessary to meet the facilities acquisition and engineering requirements for this effort. A notice will be publicized as required by FAR subpart 5.201.
7. Determination of Fair and Reasonable Cost. The Contracting Officer has determined the anticipated cost to the Government of the supplies and services covered by this J&A will be fair and reasonable.
8. Actions to Remove Barriers to Future Competition. SSP will continue to monitor the market in an attempt to identify potential sources of these supplies and services for future requirements, while analyzing any potential impact to cost, schedule, and program risk. If another potential source emerges, SSP will assess whether competition for future requirements is feasible. As this is a follow-on for supplies and services previously awarded on a non-competitive basis, in accordance with DFARS 206.104-71, the prior J&A was provided to the approval authority for review. Approval of this J&A signifies the approval authority has made the determination required by DFARS 206.104-72.
