About this opportunity
The Centers for Disease Control and Prevention seeks a contractor to facilitate research, programmatic, and operational support of the National Amyotrophic Lateral Sclerosis Biorepository under the ALS Registry Act, with proposals due September 17 at 10 AM ET and questions due September 11 at 5 PM ET. This is a total small business set-aside.
Place of performance is Atlanta, Georgia. The period of performance runs from September 28, 2026 through September 27, 2031, comprising a one-year base period and four optional one-year extensions. The contractor will maintain a national biorepository of specimens from ALS Registry enrollees, collecting up to 150 biospecimens annually in forms including blood, urine, saliva, hair, nails, and postmortem specimens such as bone, muscle, skin, whole brains, spinal cords, and cerebrospinal fluid. Responsibilities include specimen processing and storage at CDC facilities, managing specimen requests from researchers (estimated at up to 25 annually), participant recruitment and informed consent, sample processing logistics, and marketing and outreach plan development. External storage applies only to existing postmortem specimens currently stored outside CDC; the government will coordinate specimen transfers from collection sites to CDC's processing laboratory. Contractors will not have physical access to the CDC Biorepository for facility audits but may access digital inventory systems during the initial 90-day period following award.
The technical proposal is limited to 15 pages, excluding cover pages and resumes, and must address similar experience, technical approach, staffing plan, and management approach. Evaluation prioritizes technical factors over price using a best-value tradeoff. Non-conference travel is budgeted at $7,500 per year as a direct reimbursement line item. Contractors must comply with FIPS 140 encryption standards, CDC security policies, federal records retention requirements, Section 508 accessibility standards, and background investigation requirements for personnel. If artificial intelligence will be used during performance, contractors must submit an AI Compliance and Risk Management Plan. NAICS code 621991 applies. Amendment 1 was issued September 14 with questions and answers; offerors must acknowledge receipt of the amendment by the submission deadline.
