About this opportunity
The Uniformed Services University of the Health Sciences has awarded a sole-source contract to BryMak for plumbing and HVAC support services on June 11, 2026, under contract HU000126CE0001.
The justification cites urgency under FAR 5.02(a)(2). The university's in-house plumbing and HVAC workforce has contracted by 50 percent due to retirements and voluntary separations over the past 14 months, leaving the remaining staff unable to sustain both reactive maintenance operations and required preventive maintenance. This staffing shortfall has created a growing backlog of deferred maintenance and increased risk of critical system failures affecting facility operations, regulatory compliance, and mission readiness. BryMak is identified as the only reasonably available source because it currently performs work under USUHS's existing AFRRI facilities contract, maintains on-site presence with established security clearances, possesses familiarity with Government CMMS and facility systems, and can mobilize rapidly without lead time delays. No other sources expressed written interest in the acquisition.
The contract covers preventive maintenance, service call and work order response, and emergency maintenance on plumbing and HVAC systems across the university campus. Period of performance is 12 months with one 12-month option year. Work is performed at the Uniformed Services University campus. The contracting officer determined that anticipated costs will be fair and reasonable.
Notice text
The contractor shall provide all personnel, equipment, tools, vehicles, materials, supervision, subcontracts, and other items and services necessary to perform and shall perform all operation, maintenance, repair and facility management support tasks and functions for medical research facilities (MRF) as defined in the Performance Work Statement (PWS) at the Uniformed Services University (USU). Work shall be performed and documentation shall be maintained to the standards set forth in this contract, the National Fire Protection Association (NFPA), the Association for the Assessment and Accreditation of Laboratory Animal Care (AAALAC), the Center for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), Biosafety in Microbiological and Biomedical Laboratories (BMBL), Good Laboratory Practice (GLP), Occupational Safety and Health Administration (OSHA), the Nuclear Regulatory Commission (NRC), and the Environmental Protection Agency (EPA), and all other applicable codes and regulations, to ensure full accreditation compliance. The award for services under this scope of work shall be limited to the services identified in the contract line items awarded in the contract and its modifications. In the event of a conflict between this paragraph and any other term or provision of the scope of work, this paragraph shall prevail.
Awarded contract HU000126CE0001 to unknown vendor for unknown amount on 2026-06-11.
