About this opportunity
Naval Supply Systems Command is issuing a sole-source justification notice for award of a purchase order to Alvanon for a Fabricated Block Sample Toolkit for the Navy Clothing & Textile Research Facility, with an anticipated award date of September 15, 2026. This procurement is restricted to Alvanon under FAR 6.302-1 (other than full and open competition) and will proceed via Simplified Acquisition Procedures.
NCTRF, located at the US Army garrison in Natick, Massachusetts, requires physically sewn fabric samples based on previously developed Army and Navy block patterns to complete its toolkit. The requirement includes 20 shirt units, 20 slack units, 16 skirt units, 22 coat units, 6 knit tee units, and 6 legging units, plus shipping, with an estimated total contract value of $86,284. Delivery is due 6 to 12 months from the client kick-off meeting.
Alvanon is justified as sole source based on incumbent status and institutional knowledge. The contractor partnered with NCTRF in FY19 to develop new sizing, block patterns, and virtual avatars using USN anthropometric data and possesses the statistical data necessary to maintain consistency with existing patterns. The contracting officer determined no other known company on the open marketplace can fulfill the requirements.
Challenges to this sole-source award must be submitted in writing to sarah.p.schultz.civ@us.navy.mil and must include information demonstrating that an equivalent supply or service exists meeting the Government's stated needs. The Government retains sole discretion to compete the requirement based on challenge responses. The notice is not a request for proposals or quotations.
