About this opportunity
The Department of the Air Force at Robins Air Force Base is conducting market research for a Foreign Military Sales (FMS) C-130 Radar Warning Systems (RWR) Integration Program. The government seeks a qualified contractor to integrate the ALR69A RWR system onto three Partner Nation C-130H aircraft, with comprehensive requirements including engineering design, ground and flight testing, certification, documentation, installation, maintenance, delivery, and sustainment. The program demands a full complement of training and logistics activities to ensure an efficient implementation. Interested contractors must submit a detailed response by 11:00 PM EST on April 10, 2025, to Contracting Specialist Ellen Ward and Contracting Officer Stanley Parker. The submissions must include a contractor questionnaire, technical solution description, and financial information, with the understanding that the government will not compensate for the provided information.
The contract opportunity is not set aside for any specific business category and is open to qualified contractors with experience in aircraft modification and electronic systems integration. The estimated period of performance is five years, beginning January 1, 2026, with the Partner Nation requesting modified aircraft delivery by approximately 2031. While no specific award value is mentioned, the program involves significant technical complexity, including developing an installation kit, conducting a Trial Kit Installation (TKI), packaging and shipping kits, providing support equipment, and developing comprehensive technical documentation. The contractor will be responsible for creating an integration solution that allows installation of an operational ALR69A system on the Partner Nation's C-130H aircraft, with potential for a future industry day to further clarify program details. The project is categorized under Aircraft Manufacturing (NAICS 336411) and Electronic Countermeasures Equipment (PSC 5865).
