About this opportunity
The Department of the Air Force Materiel Command Air Force Sustainment Center seeks repair, test, teardown, and evaluation of 12 electronic fluid coolers (NSN 5999-01-579-6338 ZR, part number 12CB-1), with sealed bids due May 26, 2026 at 12:00 p.m. MST. The procurement is a total small business set-aside.
Work consists of three phases: Test, Teardown, and Evaluation (TT&E) on firm-fixed-price terms; TT&E with Minor Repair on not-to-exceed terms; or TT&E with Major Repair on not-to-exceed terms. TT&E involves visual, mechanical, and electrical testing to identify all components requiring repair or replacement by part number, NSN, nomenclature, and location, with findings reported in writing to the Procurement Contracting Officer and DCMA Administrative Contracting Officer. Minor repair encompasses external adjustments and rework without total disassembly or replacement of major subcomponents. Major repair requires full disassembly and replacement of major subcomponents. Upon completion of any repair phase, assets must be returned in serviceable like-new condition. The Government reserves the right to condemn items as uneconomical if repair costs exceed 75 percent of new item stock list price.
Place of performance is at the contractor's facility with F.O.B. Origin shipping. Delivery schedules are 30 days after receipt for TT&E, 195 calendar days for Minor Repair, and 265 calendar days for Major Repair. Offerors must be pre-qualified on the Government's Screening Analysis Worksheet (Form 761/762) prior to award and must meet CMMC Level 2 (Self) cybersecurity requirements. Award will be made to the lowest-price qualified offeror. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; PSC is J059.

SCOPE OF WORK: For the end item, the contractor shall furnish all facilities, parts, materials, equipment and services, required to inspect and, if necessary, restore to serviceable condition. Work consists of one of three efforts: Test, teardown, and evaluation (TT&E) only, TT&E and Minor Repair, or TT&E and Major Repair.
TEST, TEARDOWN, AND EVALUATION: (FFP) The contractor shall perform visual, mechanical and electrical testing of the end item, reusable or replacement component parts, and materials according to the schedule in the contract to determine the condition of the end item. Upon completion of this task, all of the components of the end item requiring repair or replacement will be identified by part number, NSN (if applicable), nomenclature, and location in the assembly. This information will be reported in writing to the Procurement Contracting Officer (PCO)/ Defense Contract Management Agency (DCMA) Administrative Contracting Officer (ACO) and, if necessary, approval to repair will be negotiated. If no further repair is required, the asset must be returned in serviceable like new condition.
MINOR REPAIR: (NTE) Minor repair is a repair that does not require total disassembly of the end item or replacement of major subcomponents. A minor repair candidate typically requires external adjustments or rework in order to meet all of the electrical specifications in accordance with the Technical Order Test Procedure and mechanical dimensions in accordance with the outline drawing. It would include repair or replacement of damaged or missing minor external parts as required. Test each end item IAW the specifications for P/N’s as listed in the contract schedule. If minor repair is initiated and it is found that, in order to return the end item to serviceable condition that the level of repair must increase to a major repair, the DCMA Government representative (ACO/PCO or QAR) will be notified and give the notice to proceed to the major repair category.
MAJOR REPAIR: (NTE) Defined as an end item that is beyond the minor repair category to the extent that the end item is to be disassembled or reconstituted. This could be due to extensive mechanical damage, extensive disassembly to access or replace subcomponents and/or replacement of major subcomponents. As with minor repair, the end item will be tested IAW the specifications and Government approved test procedures to verify correct Form, Fit, Function and Interface of the P/N’s listed in the contract schedule.
