About this file
This is a federal solicitation document (FA8250-26-R-0429) issued by the Department of the Air Force for the repair and test, teardown, and evaluation of fluid coolers. The contract involves testing, repairing, and evaluating 12 units of NSN 5999-01-579-6338 ZR coolers, with firm fixed pricing for the test and teardown phase (CLIN 0001) and not-to-exceed pricing for two repair phases: Repair Minor (CLIN 0002) and Repair Major (CLIN 0003). Upon completion of the testing phase, contractors must submit a detailed repair quote that will be negotiated and definitized via contract modification before work begins on either repair phase. Additional deliverables include Commercial Asset Visibility Air Force (CAVAF) data items, Repairable Item Inspection Reports, Counterfeit Prevention Plans, Engineering Change Proposals, Test Procedures, and Test Reports. Offerors must be listed as qualified sources on the Government's Screening Analysis Worksheet (Form 761/762) prior to award.
The solicitation has a receipt date of April 4, 2026, at 12:00 p.m. local time, with award anticipated to one contractor using lowest-price evaluation criteria. All items must be inspected and accepted at origin, with F.O.B. origin specified. Contractors must comply with extensive federal requirements including NIST SP 800-171 cybersecurity standards, security prohibitions on foreign telecommunications equipment and unmanned aircraft systems, DFARS clauses regarding supply chain security, and representations regarding covered defense telecommunications equipment. Payment will be made via Wide Area Workflow (WAWF) electronic submission, with constructive acceptance on the seventh day after delivery. Proposals must include pricing, delivery schedules, representations and certifications, and source of supply information. The contract is rated as a priority order under the Defense Priorities and Allocations System (DPAS) for national defense purposes.
