About this opportunity

The Department of the Air Force Materiel Command Air Force Sustainment Center seeks test, teardown, and evaluation (TT&E) plus repair services for two rotary joint waveguides (NSN 5985-01-507-4229, Part Number SC5985-0230-1), with proposals due July 16, 2026. This procurement is restricted to prequalified sources and uses no small-business set-aside.

Place of performance is the United States. The two-step work structure requires TT&E on both units under a firm fixed-price CLIN 0001, after which the contractor submits a not-to-exceed repair quote for PCO negotiation and definitization of CLIN 0002 before repair commences. Both CLINs carry 30-day delivery requirements upon receipt of carcass. If repair costs exceed 75 percent of the stock list price of a new item, the item may be condemned and returned unrepaired by authorization from 415 SCMS. Award decisions are based solely on lowest evaluated price with price reasonableness and balance considerations.

Qualification is mandatory and must be completed prior to contract award. Interested vendors not previously approved must submit a Source Approval Request (SAR) package to the Source Development Small Business Office or the Contracting Officer; qualification typically requires an estimated 30 days. Six Source Qualification Waiver Criteria (QWC1-QWC6) may allow partial or full waiver of requirements under specified conditions.

Contractor must comply with Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) for all information systems processing, storing, or transmitting controlled unclassified information (CUI) or federal contract information (FCI). A Counterfeit Prevention Plan per SAE AS5553 standards is required with detailed risk assessments, detection and avoidance procedures, testing and verification processes, and reporting protocols. The item is export-controlled critical technology with distribution authorized to DoD and U.S. DoD contractors only. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance; the PSC code is J059, Maint/Repair/Rebuild Of Equipment—Electrical And Electronic Equipment Components.
