About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center Hill Air Force Base is conducting market research to identify potential sources for aircraft egress components across multiple military aircraft platforms, including B-1, B-2, F-22, F-117, C-17, F-15, F-5, QF-4, T-37, and T-38 models. The synopsis covers 54 specific components such as handles, initiators, rocket motors, cartridges, and pyrotechnic devices used in aircraft escape systems. Interested parties are requested to respond by 3:00 PM on June 6, 2025, with comprehensive company profiles, engineering and manufacturing experience from the past five years, and details about potential teaming arrangements. The government is seeking sources with expertise in explosive manufacturing, as indicated by the NAICS code 325920 with a size standard of 750 employees. Evaluation will likely focus on technical capabilities, manufacturing experience, and potential collaboration potential.

Rockwell Collins, Inc. is currently noted as having the capability and drawings for the listed items, though the government does not own the manufacturing data rights. The synopsis indicates interest in small businesses, including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. While no specific set-aside has been designated, the procurement appears to be targeting businesses with specialized expertise in explosive and pyrotechnic device manufacturing for military aircraft. The synopsis is a market research tool and not a formal solicitation, with no reimbursement provided for information submission. Potential contractors should note that the government has limited technical data available and will not support second source qualification efforts, meaning interested parties must independently possess appropriate technical access and capabilities.
