About this opportunity
The Department of the Air Force Reserve Command seeks archaeological assessment services for a WWII-era debris site discovered during KC-46 hangar construction at March Air Reserve Base, with proposals due May 29, 2026. The procurement is a 100% HUBZone small business set-aside under NAICS 541620, Environmental Consulting Services.
Place of performance is Riverside, California. The site encompasses approximately 150 feet long by 10 feet wide by 10 feet deep, with approximately 6,000 cubic yards of previously removed soil requiring investigation. Debris dates between 1941 and 1942 and is contaminated with lead and cadmium above California thresholds but below federal Resource Conservation and Recovery Act limits. All personnel working in the excavation area and with removed soil materials must be HAZWOPER certified. The contractor must develop and incorporate a remediation plan addressing protocols for identifying and evaluating archaeological deposits within contaminated areas.
Work encompasses three firm fixed-price tasks: pre-field preparation and surface survey to collect background data and documentation; fieldwork involving determination of spatial distribution of archaeological features, stratigraphic analysis, artifact collection with detailed mapping and photography (no curation required); and preparation of a technical report suitable for submission to the State Historic Preservation Office, including California Department of Parks and Recreation DPR 523 forms documenting previously unrecorded resources and geospatial data in GPS/GIS format. Performance runs from June 8, 2026 to June 26, 2026. Deliverables include hard copies and electronic copies of draft and final reports, DPR forms, and digital images, all becoming property of March Air Reserve Base. Inspection and acceptance occur at both the destination and Building 2403, 452 CES CERF facility. PSC code is B503, Special Studies/Analysis—Archeological/Paleontological. The contract incorporates FAR and DFARS clauses applicable to commercial services, including small business subcontracting plan requirements.
Notice text
March Air Reserve Base (ARB) 452d Air Mobility Wing (452 AMW) is currently constructing a hangar as part of the KC-46 Beddown Project. A site of potential archeological interest was unearthed during construction. In accordance with Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended, and the implementing regulations [36 CFR Part 800], the site requires further assessment to determine potential adverse effects of the construction to historic properties.
During excavation activities as part of the KC-46 Beddown, debris was uncovered that suggest the
construction activities may have the potential to affect historic properties, as defined by the
NHPA. Preliminary investigations indicate the debris dates between 1941 and 1942.
The newly discovered debris deposit requires expert evaluation to determine its eligibility for
listing in the National Register of Historic Places (NRHP). Further, cataloging of items and
determination of the extent of the debris is necessary to fulfill NHPA Section 106 requirements.
The extent of the excavation is approximately 10 feet wide by 10 feet deep, and up to an extent
of 150 feet long.
