About this file

This is a Statement of Work for Section 106 studies in support of the KC-46 Beddown Project at March Air Reserve Base in Riverside County, California, dated April 27, 2026.

The contractor is required to conduct archaeological investigations of a WWII-era trash burn pit discovered during construction activities. The debris deposit, dating between 1941 and 1942, is contaminated with lead and cadmium above California thresholds but below federal Resource Conservation and Recovery Act limits. The excavation area spans approximately 150 feet long by 10 feet wide by 10 feet deep, with approximately 6,000 cubic yards of previously removed soil requiring investigation. All personnel working in the excavation area and with removed soil materials must be HAZWOPER certified, and a remediation plan addressing protocols for identifying and evaluating archaeological deposits within contaminated areas must be incorporated into fieldwork activities.

The contractor shall complete three primary tasks: (1) pre-field preparation and surface survey involving collection of background data and maps from March ARB Cultural Resources Manager; (2) fieldwork including determination of spatial distribution of archaeological features, analysis of stratigraphic layers, collection and documentation of artifacts with detailed mapping and photography, with no curation required at a repository; and (3) preparation of a brief technical report suitable for submission to the State Historic Preservation Office, including an appendix with California Department of Parks and Recreation DPR 523 forms documenting any previously unrecorded resources, along with geospatial data digitization and GPS/GIS data submission in accordance with March ARB standards. Deliverables include two hard copies and one unlocked e-copy of the draft report; three hard copies and two e-copies (one unlocked) of the final report; one e-copy of final geospatial data; and two hard copies and one e-copy of DPR forms. All deliverables become the property of March ARB and must be provided in Microsoft Word and Adobe Acrobat unsecured formats with one set of digital images provided to March ARB Civil Engineering Environmental Flight.

STATEMENT OF WORK

SECTION 106 STUDIES IN SUPPORT OF THE KC-46 BEDDOWN PROJECT

MARCH AIR RESERVE BASE

RIVERSIDE COUNTY, CALIFORNIA

APRIL 27, 2026

I. INTRODUCTION

The March Air Reserve Base (ARB) 452d Air Mobility Wing (452 AMW) is currently constructing a hangar as part of the KC-46 Beddown Project. A site of potential archeological interest was unearthed during construction. In accordance with Section 106 of the National Historic Preservation Act (NHPA) of 1966, as amended, and the implementing regulations [36 CFR Part 800], the site requires further assessment to determine potential adverse effects of the construction to historic properties.

II. PROJECT DESCRIPTION

During excavation activities as part of the KC-46 Beddown, debris was uncovered that suggest the construction activities may have the potential to affect historic properties, as defined by the NHPA. Preliminary investigations indicate the debris dates between 1941 and 1942.

The newly discovered debris deposit requires expert evaluation to determine its eligibility for listing in the National Register of Historic Places (NRHP). Further, cataloging of items and determination of the extent of the debris is necessary to fulfill NHPA Section 106 requirements.

The extent of the excavation is approximately 10 feet wide by 10 feet deep, and up to an extent of 150 feet long.

III. SCOPE OF SERVICES

The debris deposit appears to be a WWII era trash burn pit. Laboratory tests confirm the debris is above California toxic hazardous waste thresholds for lead and cadmium, but below federal Resource Conservation and Recovery Act thresholds for these metals. About 6,000 cubic yards of soil materials were removed from the excavation prior to laboratory testing, and the removed soil remains in plastic-covered piles onsite near the excavated trench.

Due to the contamination, anyone working within the excavation area and removed soil materials must be HAZWOPER certified. Appropriate safety measures, including a remediation plan that addresses protocols for identifying and evaluating historical archaeological deposits within contaminated areas, must be incorporated into fieldwork activities. Under the terms of this task order, the contractor shall perform the following tasks:

Task 1: Pre-Field Preparation and Surface Survey

• Collect all relevant background data, documents, maps and reports for use in analysis and reporting. The March ARB Cultural Resources Manager will provide all available relevant data that exists in installation records.

Task 2: Fieldwork: Sort through existing debris piles from the site and perform excavations in the trench as needed

• Determine the spatial distribution of the features of archaeological interest and the spatial relationship to nearby structures throughout the excavation area. The excavated area is approximately 150 feet long, and 10 feet wide by 10 feet deep. Map the general distribution of the debris areas.

• Analyze stratigraphic layers to determine any temporal sequences of debris accumulation, if possible. Gather data from artifacts collected from excavated soil piles as needed. The excavated piles to investigate contain up to 6000 cubic yards of removed soil.

• Any artifacts of interest shall be collected, cleaned, analyzed, and photographed in the field.

No artifact collection will be curated at the repository. The March ARB Museum may be interested in exhibiting artifacts from this site. If this is the case, they would be responsible for cleaning and managing the artifacts and will communicate their interest further.

• Documentation is necessary: detailed mapping, profile drawing, and photography of the excavated site, including all artifacts before and after removal from site.

Task 3: Reporting

Report Preparation: following completion of the field investigations, the contractor shall prepare a brief technical report that shall include sections that

• introduces the project and activities leading to the discovery during construction;

• briefly summarizes the area’s cultural and natural setting;

• describes methods used during field work;

• discusses the results of the field investigations;

• evaluates the historical significance of the debris site and the integrity of the deposit, if necessary, and presents an NRHP eligibility recommendation.

The report also shall have an appendix that includes full, appropriate documentation of any previously unrecorded archaeological or historic resources using current California Department of Parks and Recreation (DPR) 523 forms. These records should include statements regarding the potential NRHP (in)eligibility of any resources encountered. The contractor shall obtain a “P-number” and a trinomial as appropriate from the South Coastal Information Center, housed at San Diego State University, fore inclusion on all DPR 523 forms.

Geospatial data:

• The contractor also shall digitize any excavation units completed for incorporation into the

March ARB GIS Excavation Units layer.

• All other GPS/GIS data generated by the project shall be submitted in accordance with the

March ARB Spatial Data Submittal Standards for the purposes of updating the relevant GIS Mission Data Sets.

• These data shall include, but not limited to:

1. point data and shapefiles showing shovel test pits,

2. datum points,

3. site boundaries,

4. project areas.

Government Stipulations:

All deliverables shall be the property of March ARB. All materials gathered and/or developed in the performance of the tasks listed shall be submitted to and become property of March ARB and shall not be used and/or distributed by the contractor without written permission from March

ARB.

All documents shall be dated, including maps. Final electronic deliverables are to be in Microsoft Word and Adobe Acrobat (unsecured) formats unless otherwise specified. One set of digital images shall be provided to March ARB Civil Engineering Environmental Flight with the final report.

All GPS/GIS data generated by the project shall be submitted in accordance with the March ARB Spatial Data Submittal Standards.

IV. DELIVERABLES

The contractor shall provide a technical report as described Task 3 that is sufficient to submit to State Historic Preservation Office (SHPO).

Deliverable hard copies e-copies Draft Report 2 1, unlocked Final Report 3 2 (1 unlocked) Final Geospatial Data --- 1 DPR forms 2 1
