About this opportunity
Air Mobility Command seeks quotations for 10 units of JAVELIN ODYSSEY Non-Tactical Ram Air Parachute Systems (NTRAPS) for the 352 Special Warfare Training Squadron, with quotations due September 17 at 12 PM Central Daylight Time and questions due September 10. This is a 100% Woman-Owned Small Business set-aside with brand name justification; the JAVELIN ODYSSEY's proprietary harness design is physically incompatible with other manufacturers' components, and the Government states the system is essential to preserve instructor cadre health by mitigating musculoskeletal wear from heavy-load jumps and transitioning training from high-impact endurance events to skills-acquisition programs.
Place of performance is Pope Army Airfield, North Carolina. The NAICS code is 314999 (All Other Miscellaneous Textile Product Mills) with a 550-employee size standard; PSC is 1670 (Parachutes; Aerial Pick Up, Delivery, Recovery Systems; And Cargo Tie Down Equipment).
Each quote must include ten complete systems with specified line items: JAVELIN ODYSSEY Harness Container (models J4K, J4.5K, J5K), ring harness options, sky hook options, pinstripe packages, easy grip dive loops, clear flap options, AAD installed on pin flap, PD Silhouette main canopies (Berry Amendment compliant, sizes 190, 210, 230), and PD Optimum reserve canopies (Berry Amendment compliant, sizes 193, 218, 235). Quotations must confirm validity through September 30, 2026, specify delivery capability and lead time to Pope AAF, and include company information and required federal clauses (DFARS 252.204-7017 and FAR 52.225-4). Current SAM registration is required. Award goes to the lowest-priced, technically acceptable quotation from a responsible offeror, evaluated on conformance to stated Description/Salient Characteristics. Amendment 1 extended the original September 15 quotation deadline to September 17.

MEMORANDUM FOR ALL SYSTEM OF AWARD MANAGEMENT WOMEN OWNED SMALL BUSINESSES
JAVELIN ODYSSEY NTRAPS have been identified as a Brand Name that serves essential to the needs of the 352 SWTS. The JAVELIN ODYSSEY system directly supports force preservation by mitigating the severe musculoskeletal wear and tear associated with continuous heavy-load jumps, thereby extending the operational longevity and health of the instructional cadre. Ultimately, NTRAPS transitions MFF instructor training from a high-impact physical endurance event into a highly focused skills-acquisition program, ensuring the elite-cadre maintains peak proficiency and safety margins while training the next generation of warfighters. The 352 SWTS’s existing parachute training suite is built entirely on this specific platform, utilizing a JAVELIN ODYSSEY proprietary harness design that is physically incompatible with any other manufacturer's components.
Quotations are due by 12 PM (Central Daylight Time/CDT) on 17 September 2026. Submit quotation electronically in accordance with RFQ via email to the Contract Specialist, Ms. Katelyn Timmermann at katelyn.timmermann@us.af.mil, and Contracting Officer, Capt Madison Tikalsky, at madison.tikalsky.1@us.af.mil.
