About this file
This is a Request for Quote (RFQ) issued by the Department of the Air Force, 763D Enterprise Sourcing Squadron, for Non-Tactical Ram Air Parachute Systems (NTRAPS).
The RFQ (FA445226Q0037) is a combined synopsis/solicitation for a single Firm Fixed Price purchase order supporting the 352 Special Warfare Training Squadron at Pope Army Airfield, North Carolina. This is a 100% Woman Owned Small Business set-aside under NAICS Code 314999 (All Other Miscellaneous Textile Product Mills) with a 550-employee size standard. The requirement is for JAVELIN ODYSSEY NTRAPS systems, identified as a brand name essential to the squadron's needs due to the proprietary harness design that is physically incompatible with other manufacturers' components. The Government emphasizes that this system supports force preservation by mitigating musculoskeletal wear and tear from continuous heavy-load jumps, extending operational longevity of instructional cadre while maintaining peak proficiency and safety. Quotations must be submitted electronically by 12 PM Central Daylight Time on September 15, 2026, to the Contract Specialist (Ms. Katelyn Timmermann) and Contracting Officer (Capt Madison Tikalsky). Questions must be submitted by 12 PM CDT on September 10, 2026.
The required line items include 10 units each of the following: JAVELIN ODYSSEY Harness Container (multiple size models), Ring Harness Option, Sky Hook Option, Pinstripe Package, Easy Grip Dive Loops, Clear #3 Flap Option, AAD Installed on Pin Flap, PD Silhouette Main Canopy (Berry Amendment compliant in sizes 190, 210, 230), and PD Optimum Reserve Canopy (Berry Amendment compliant in sizes 193, 218, 235). Award will be made to the responsible offeror with the lowest total aggregate price quotation that is technically acceptable, with the Government evaluating technical acceptability based on conformance to the Description/Salient Characteristics section. Contractors must provide a cover letter confirming quote validity through September 30, 2026, delivery capability with approximate lead time to Pope AAF, company information, and complete specified federal clauses (R-DFARS 252.204-7017 and RFO 52.225-4). Current SAM registration is required.

2. Description/Salient Characteristics:
JAVELIN ODYSSEY NTRAPS have been identified as a Brand Name that serves essential to the needs of the 352 SWTS. The JAVELIN ODYSSEY system directly supports force preservation by mitigating the severe musculoskeletal wear and tear associated with continuous heavy-load jumps, thereby extending the operational longevity and health of the instructional cadre. Ultimately, NTRAPS transitions MFF instructor training from a high-impact physical endurance event into a highly focused skills-acquisition program, ensuring the elite-cadre maintains peak proficiency and safety margins while training the next generation of warfighters. The 352 SWTS’s existing parachute training suite is built entirely on this specific platform, utilizing a JAVELIN ODYSSEY proprietary harness design that is physically incompatible with any other manufacturer's components.

5. This RFQ is not authorization to begin delivery, and in no way obligates the Government for any costs incurred by the contractor associated with developing a quotation. The Government reserves the right not to award an order in response to this RFQ. Prior to commencement of any activities associated with performance of this requirement, the Government will issue a written directive or contractual document signed by the Contracting Officer with appropriate consideration established.
6. There is 1 attachment to this RFQ:
1. Provisions and Clauses
a. Please complete fill-ins for the following clauses:
i. R-DFARS 252.204-7017
ii. RFO 52.225-4
7. Cover Letter – The Contractor shall include the following information in a cover letter submitted on company letterhead:
i. A statement stating the quote is valid until 30 September 2026.
j. A statement confirming the ability to deliver the product, as expeditiously as possible and specifying the approximate lead time, to the following address: 1 Matero Dr., Bldg. 501, Pope AAF, NC. 28308
k. The letter shall state the company name, address, and a specific point of contract
(POC)
8. Quote - In addition to the Completion of the Cover Letter and filled in Provisions and Clauses, please provide a quote that meets the Description/Salient Characteristics section of this RFQ.
9. The Contractor shall ensure that all information contained within the System for Award Management (SAM) is current and that registration has not expired
10. BASIS OF AWARD: Award will be made IAW RFO 12 procedures and the procedures specified in this RFQ, and on the basis of the lowest total aggregate price quotation that is technically acceptable. The Government intends to award a Firm Fixed Price (FFP) Purchase Order (PO) to the offeror who is deemed responsible IAW RFO 9.1, as supplemented, and whose quotation conforms to the RFQ’s requirements and is judged to represent the technically acceptable quotation with the lowest complete and reasonable price.
First, the Government will rank the quotations which conform to the RFQ’s requirements from lowest price to highest price. Next, the Government will evaluate the lowest price offeror for technical acceptability as follows:
Technically Acceptable – quotation meets all the requirements, as outlined in the Description/Salient Characteristics section of this RFQ.
Technically Unacceptable – quotation does not meet all the requirements, as outlined in the Description/Salient Characteristics section of this RFQ .
If the quotation with the lowest price is determined technically acceptable, the Government will evaluate the offer’s total aggregate price for price completeness and reasonableness, as defined below. If the lowest priced quotation is technically acceptable and the price is complete, reasonable, and balanced, then this offeror’s quotation represents the best value to the Government and award will be made to that offeror.
If the lowest priced quotation is not technically acceptable, the Government will consider the correction potential and may enter into interchanges with that offeror. If, after interchanges with that offeror, their quotation is technically acceptable and remains the lowest price, the PO will be issued to that offeror.
If the Government deems the quotation not easily correctable, or if at any time it becomes other than the lowest priced quotation, the next lowest priced quotation will be evaluated for technically acceptability, followed by an analysis of their price to verify reasonableness, completeness, and balance. Interchanges will take place as necessary or deemed appropriate by the Government.
This evaluation process will be repeated until reaching a technically acceptable quotation, or until all quotations are evaluated. In order to determine price fair and reasonable, the evaluation process may continue until reaching two technically acceptable quotations (to establish price competition). Applicable definitions are outlined below:
Completeness – The quotation will be reviewed to determine the extent to which all the price elements have been addressed. The review will determine the adequacy of the offeror’s quotation in addressing and fulfilling the RFQ requirements.
Reasonableness – For a price to be reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business. The Government will determine prices fair and reasonable through adequate price competition or other techniques listed in the RFO.
By submission of a quotation, the contractor accedes to all RFQ requirements including terms, conditions, and representations.
Madison Tikalsky, Capt, DAF Contracting Officer
