About this opportunity

The Department of the Air Force Air Mobility Command seeks runway friction testing services at Joint Base Charleston, with proposals due July 20, 2026. The procurement is a total small business set-aside, restricting competition to firms meeting the $40 million NAICS 488119 size standard.

Place of performance is Joint Base Charleston Air Base in North Charleston, South Carolina, and a geographically separated North Auxiliary Airfield approximately 92 miles northwest. The contractor must provide all personnel, management, supervision, vehicles, labor, tools, materials, travel, and safety equipment to conduct Continuous Friction Measuring Equipment (CFME) testing per FAA AC 150/5320-12, UFC standards, and AFI 13-213. Testing must occur at both 40 mph and 60 mph in both directions on designated runways. The contractor must submit an annual testing schedule within 30 days of contract start proposing a minimum of four quarterly testing events, coordinate each event with the Contracting Officer's Representative at least three weeks prior, and respond to COR communications within 72 hours. Final reports must be submitted within seven calendar days of test completion and require government acceptance before invoicing. Retesting is required within 14 business days if results are inconsistent or anomalies occur, performed at no additional cost. All equipment must have current CFME calibration certificates dated within 30 days of testing. Airfield driving must comply with DAFI 13-213, and contractors must obtain appropriate base identification and maintain functioning two-way radios in the Controlled Movement Area.

The basic contract period runs from October 1, 2026, through September 30, 2027, with four one-year option periods extending through September 30, 2031. Amended quantities require 20 runway friction testing events and 5 mobilization events per contract year. The NAICS code is 488119; the PSC code is H217. Service Contract Act prevailing wage determinations (WD No. 2015-4427, Revision 33, effective May 13, 2026) apply to Berkeley, Charleston, and Dorchester counties. Award will be made on price, past performance within three years and relevant to runway friction testing, and technical factors, with preference to offerors receiving a Substantial Performance Confidence Rating at the lowest price. The contracting officer is Luke Jackson (843-963-5174).
