About this opportunity
The Department of the Army Corps of Engineers Engineering District Little Rock is seeking contractors for the construction of an F35 Academic Training Center at Ebbing Air National Guard Base. The project involves building a multi-story steel framed, reinforced concrete flight training facility with brick veneer, vertical pile foundation, and standing seam metal roof. The facility will include training classrooms, flight simulator spaces, conference rooms, administrative areas, secure spaces compliant with Intelligence Community Directive (ICD 705) and Joint Programs Office Facility Requirements Document standards, along with supporting amenities such as bathrooms, storage, break rooms, and mechanical spaces. The government is specifically requesting contractor feedback regarding the potential inclusion of a Project Labor Agreement (PLA) requirement under FAR 52.222-33, asking firms to respond to questions about their willingness to propose, factors affecting their decision, and anticipated cost impacts. Responses to these questions must be submitted by July 8, 2025 at 12:00 PM CDT via email to the designated government contacts.
This procurement opportunity does not include any set-aside designations and is classified under NAICS code 236220 for Commercial and Institutional Building Construction and PSC code Y1BZ for Construction of Other Airfield Structures. No information regarding potential incumbents, current contractors, award values, or budget ranges has been provided in this pre-solicitation notice. The notice does not specify contract duration, performance timelines, or quantities of deliverables beyond the single facility construction project. The posting date is July 1, 2025, with the brief seven-day response period indicating this is primarily an information-gathering phase to assess contractor capabilities and concerns regarding PLA requirements. The secure nature of portions of the facility and compliance with intelligence community standards suggests this will be a complex, high-security construction project requiring specialized expertise and clearances.
Notice text
Project includes a multi-story steel framed, reinforced concrete flight training center with brick veneer, vertical pile foundation and a standing seam metal roof. The facility will provide spaces for training classrooms, spaces for flight simulator training, conference rooms, administrative and administrative support spaces, bathrooms, a hallway, lobby, and vestibule, storage space, break rooms, communications, mechanical and electrical spaces, and a janitor closet. The facility contains secure space and shall comply with the Intelligence Community Directive (ICD 705) criteria/standards and the Joint Programs Off ice (JPO) Facility Requirements Document (FRD).
Due to recent changes in Federal acquisition guidance, USACE is evaluating whether to include a Project Labor Agreement (PLA) requirement as part of this solicitation. This requirement would mandate that all Offerors provide a PLA in accordance with FAR 52.222-33.
Before proceeding with this change, the government is requesting input to better understand how this requirement may affect interested contractors intent or ability to propose. The questions are as follows:
1. If a PLA becomes a requirement for this project, will your firm still submit a proposal?
2. If not or unsure, please explain the primary factors influencing your decision. (Ex. Lack of union experience, subcontractor limitations, cost impact, unfamiliarity with union agreements, etc.)
3. Is the potential cost associated with preparing or complying with a PLA a factor in your decision?
4. If yes, please estimate or describe the anticipated cost impact of complying with a PLA requirement. (Ex. Percentage increase in proposal, added overhead, subcontractor cost escalation, legal fees, etc.)
Please send your response to the questions above by July 8, 2025 at 12:00PM CDT via email to staci.c.allen@usace.army.mil and ricky.a.brown@usace.army.mil.
