About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is seeking a contractor to perform Underground Fuel Storage Tank (UST) Quarterly and Annual Inspections for six UST systems located at the John D. Dingell VA Medical Center in Detroit, Michigan. The contractor will be responsible for comprehensive maintenance, calibration, and testing services, with all work mandated to comply with the State of Michigan Department of Licensing and Regulatory Affairs (LARA) Underground Storage Tank Division requirements and the Petroleum Equipment Institute's RP900 national standard. A mandatory site visit is scheduled for May 1, 2025, at 9:00 AM EST, and attendance is required for quote consideration. Technical questions are due by May 7, 2025, with electronic quotes required by May 15, 2025, at 12:00 PM EDT. The contract will be awarded based on a comparative analysis of quotes, evaluating technical capability, past performance, and price to determine the best overall value to the government.

The solicitation is initially not set aside for any specific business category, though the associated Request for Quote document indicates a preference for service-disabled veteran-owned small businesses (SDVOSB). The contract period will run from May 1, 2025, to April 30, 2026, with potential for four additional one-year option periods. While specific award value was not explicitly stated, the scope involves inspection and maintenance of six underground storage tank systems, requiring comprehensive labor, tools, materials, and equipment. The place of performance is the John D. Dingell VA Medical Center located in Detroit, Michigan. Contractors will need to provide detailed quarterly and annual reports, perform calibration and testing of tank systems, and adhere to strict regulatory compliance standards set by state and federal guidelines for underground fuel storage infrastructure.
