About this opportunity
The Department of Veterans Affairs, Network Contracting Office (NCO) 6, has published a Special Notice announcing its intent to negotiate a sole source contract with the City of Salem VA for water distribution system treatment and monitoring services. This procurement is for the Salem VA Medical Center's shared water distribution system with the City of Salem, located in Salem, Virginia. The contract period will run from August 1, 2025, through July 31, 2026, and falls under NAICS Code 541380 (Testing Laboratories) with a size standard of $19 million. The justification for sole source procurement is based on FAR 13.106-1(b)(2), as the City of Salem is identified as the only entity capable of providing the required licensed waterworks operators for this specific water system. The procurement value is under the Simplified Acquisition Threshold of $250,000.
The purpose of this Special Notice is to inform the business community of the government's intent to proceed with a non-competitive procurement while providing an opportunity for other qualified vendors to demonstrate their capabilities. Although this is not a request for competitive quotes and no solicitation documents are available, businesses that believe they can meet the requirements and possess relevant experience may submit written notice with supporting evidence by 12:00 PM EST on July 10, 2025. All inquiries must be submitted via email to satasha.stewart@va.gov, as telephone requests will not be accepted. The government retains sole discretion to determine whether to compete the acquisition based on any responses received, and eligibility requires demonstrating the ability to monitor and test water distribution systems in compliance with Virginia Code 12VAC5-590 Waterworks Regulations. The City of Salem's unique position stems from its shared water distribution and wastewater systems with the VA Medical Center, requiring specialized knowledge of the facility's water infrastructure and regulatory compliance requirements.
