About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is conducting market research for Legionella Pneumophila water testing services at the Orlando VA Healthcare System through Network Contracting Office 8 (NCO 8). The procurement seeks a qualified contractor to perform quarterly on-site testing and unscheduled retesting within seven days of notification across seven different locations, including Lake Nona and Lake Baldwin facilities. Key contract requirements include having the technological capability to efficiently manage testing services, support potential quantity increases, and operate as a non-personnel services contract where the contractor is solely accountable for service delivery. Evaluation criteria will focus on businesses' ability to demonstrate service capabilities, past performance, and comprehensive testing expertise. Interested businesses must submit capability statements by May 5, 2025, at 4 PM EST, with required information including UEI number, business details, point of contact, business size, NAICS code, and socio-economic status.

The solicitation is not a set-aside contract and is open to both large and small businesses, with the NAICS code 541380 for Testing Laboratories and Services. The notice does not specify potential award values or precise budget ranges, indicating this is a preliminary market research phase to identify potential sources. Contractors will be expected to conduct testing at multiple VA healthcare locations, suggesting a comprehensive service requirement with potential ongoing quarterly testing needs. The Product Service Code F103 relates to Environmental Systems Protection and Water Quality Support, signaling the technical specificity of the required services. While this is currently a sources sought notice and not a formal solicitation, it represents a preliminary step in the VA's procurement process for critical water quality testing services across its Orlando healthcare facilities.
