About this opportunity

The Air Force Life Cycle Management Center's F100 Program intends to award a sole-source "C"-type contract, F100 Engine Exchange, to Pratt & Whitney, a Division of RTX Corporation, under the only-one-responsible-source authority, with capability statements due to the Contracting Officer by November 20, 2026. Contracting activity AFLCMC/LPK at Tinker Air Force Base, Oklahoma, is issuing the notice, and no set-aside is used. Respondents must state business status as large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, economically disadvantaged women-owned small business, HUBZone small business, veteran-owned small business, or service-disabled veteran-owned small business. The exchange is no-cost: the Government delivers 51 F100-PW-220 engines to the contractor, and the contractor delivers 13 new F100-229 engine augmentor modules to the Government. Foreign participation is not permitted at the prime contractor level due to security access requirements. A Justification and Approval for other-than-full-and-open competition was approved October 23, 2026, following Sources Sought Synopsis FA8124-RFI-AUG-2026 (posted August 4 through September 3, 2026). Its results identified no source other than Pratt & Whitney able to perform at the prime level without unacceptable delays and substantial duplication of costs not recoverable through competition. The synopsis is not an IFB or RFP, does not restrict the Government's ultimate acquisition approach, and the Government will not reimburse response costs. The notice is classified under NAICS 336412 (Aircraft Engine and Engine Parts Manufacturing) and PSC 2840 (Gas Turbines and Jet Engines, Aircraft, Prime Moving; and Components).
