About this opportunity

The Defense Information Systems Agency (DISA) is seeking to procure F-35 Operational Data Integrated Network (ODIN) hardware through a brand-name acquisition from ITI Engineering, the original equipment manufacturer. The procurement specifically requires four portable memory device (PMD) extension modules (PEMs) and two ODIN Base Kit (OBK) Gamma hardware units for testing purposes to evaluate critical components within the existing ODIN system. Only authorized ITI Engineering resellers are qualified to respond to this solicitation, and offerors must provide proof of their authorized reseller status. The government will evaluate proposals based on the lowest-price technically acceptable criteria, focusing on the offeror's ability to meet technical requirements as an authorized OEM reseller and deliver all equipment within the specified timeframe. Questions regarding the solicitation are due by 12:00 PM CST on September 2, 2025, while quotations must be submitted electronically by 12:00 PM on September 4, 2025.

This procurement does not utilize any set-aside designations and is open to all qualified authorized resellers of ITI Engineering equipment. ITI Engineering is identified as the incumbent original equipment manufacturer for this specialized F-35 hardware, with the justification citing that only ITI equipment meets the F-35 production line's unique requirements for compatibility, hardening, and certification. The contract requires delivery of six total hardware items within 90 days after the anticipated award date of September 15, 2025. Performance will take place in Oviedo, Florida, at ITI Engineering's facility. The procurement will be structured as a new firm fixed-price purchase order using Fiscal Year 2025 research, development, test, and evaluation appropriations, though specific contract values are not disclosed in the available documentation.
