About this file
This is a Request for Quote (RFQ) issued by the Defense Information Systems Agency (DISA) for the procurement of Brocade networking equipment. The solicitation (HC108425R0013) seeks 2 Brocade 7810 FC Extension Switch Kits, with 2 units to be delivered in a case and 2 standard units. The total estimated value is within the small business size standard of $34 million, and the contract is set aside for small businesses, specifically targeting women-owned small businesses (WOSB) and service-disabled veteran-owned small businesses (SDVOSB).
The RFQ requires offerors to be authorized ITI Engineering resellers and provide proof of reseller status. Quotations must be submitted electronically by 12:00 PM on September 4, 2025, using a provided Excel pricing worksheet. The government anticipates awarding to the lowest-price technically acceptable respondent, with evaluation based on the offeror's ability to meet technical requirements such as being an authorized original equipment manufacturer (OEM) reseller and delivering all equipment within 90 days of award. The contract will be processed through Wide Area WorkFlow (WAWF) for payment and includes various standard federal acquisition regulations and cybersecurity provisions.

(b) Submission of offers:
(12) Other Instructions
(i) General Information
(A) Points of Contact: The contracting officer (KO) and contract specialist (CS) are the sole points of contact for this procurement. Address any questions or concerns you may have to the KO/CS. Written requests for clarification must be sent to the KO/CS at angela.k.zang.civ@mail.mil and omar.m.myint.civ@mail.mil.
(B) Discrepancies: If an offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the offeror shall immediately notify the KO in writing with supporting rationale. The Government reserves the right to award this effort based on the initial proposal, as received, without discussion.
(C) Electronic Reference Documents: All referenced documents for this solicitation are available on the Contracting Opportunities page (SAM) web site at https://www.sam.gov. Potential offerors are encouraged to subscribe for real-time e-mail notifications when information has been posted to the website for this solicitation.

(iii) Offeror is required to meet all solicitation requirements including terms and conditions, representations, and certifications. The offeror’s response shall consist of the following items:
(A) Price Quotation (Attachment 1 – Equipment Product List (EPL) Pricing Worksheet).
(B) Response to Terms and Conditions: Offeror is requested to submit a price quotation in response to this RFQ and the attached EPL Pricing Worksheet (Attachment 1), and other applicable terms and conditions as listed in this RFQ. All pricing must be inserted into Attachment 1 and provided as part of your quotation. Further information on submission of technical and price quotation is provided throughout this document.
(iv) Evaluation Factors and Basis for Award Determination: Quotation will be evaluated with regard to technical compliance and price submissions. All aspects of Attachment 1 must be addressed for a quotation to be considered for the award. The quotation should include all the information the contractor wants the Government to consider and evaluate regarding its company’s ability to conform to all required terms and conditions. The below evaluation factors and subfactors will be used in the determination of technical acceptability.
(A) For the price quotation, the offeror shall propose prices in accordance with the Contract Line- Item Number (CLIN) established in the solicitation. The quotation will be evaluated using one or more of the techniques defined in FAR Part 13.106-3 in order to determine if they are reasonable and complete. For a quotation to be complete, all solicitation requirements must be priced, figures correctly calculated, and prices/costs presented in a clear and useful format.
(B) Quotation must be submitted on the attached EPL Pricing Worksheet and shall be submitted in MS Excel 2007 format or newer utilizing Attachment 1. Failure to provide pricing on the DISA provided template (Attachment 1) may result in the removal of your quote from further consideration. All formulas shall remain present in the spreadsheet for verification. Information beyond that required by this instruction shall not be submitted, unless considered essential to document or support the price. The Government reserves the right not to consider for any award any quotation that does not adhere to the administrative requirements of this RFQ.
(v) Technical Approach Factor: The Technical Subfactors will be evaluated and rated either Acceptable or Unacceptable IAW the evaluation table below. In order for a quotation to be rated overall Technically Acceptable, the offeror must be able to provide the Brand-Name hardware set forth in Attachment 1, provide proof as an authorized ITI Engineering reseller and deliver all equipment within 90 days of award. ADDENDUM TO 52.212-2(a)
Addendum to 52.212-2(a), Evaluation-Commercial Items is tailored as follows:
a. Basis for Contract Award
Award will be made to the contractor whose quotation is determined to represent the overall best value to the Government using the lowest price technically acceptable evaluation process. Quotations will be evaluated with regard to technical compliance and price submissions. All aspects of Attachment 1 must be addressed for a quotation to be considered for the award. The quotation should include all the information the contractor wants the Government to consider and evaluate regarding its company’s ability to conform to all required terms and conditions. The below evaluation factors and subfactors will be used in the determination of technical acceptability.
b. The Government anticipates awarding to the lowest price technically acceptable respondent from initial contractor responses, without engaging in exchanges with respondents. Respondents are strongly encouraged to submit their best technical solution and price/cost in response to this solicitation. Once the Government determines the respondent that is lowest (i.e., the apparent successful awardee), the Government reserves the right to negotiate solely with that respondent or a group of low respondents to address any remaining issues, as necessary, to finalize an order. Issues may include technical, price, and/or term and conditions.
If the parties cannot successfully address the remaining issues, as determined pertinent and at the sole discretion of the Government, the Government reserves the right to engage in negotiations to address issues with the next lowest or a group of similarly low respondents, until the respondent(s) are no longer the lowest based on the initial evaluations. Once the Government has begun communications with the next lowest respondent(s), no further communications with the previous respondent(s) will be entertained until after the order has been awarded. This process described above shall continue until issues are resolved and there is an award.
b. Evaluation Factors and Subfactors
(1) The following evaluation factors and subfactors will be used to evaluate each proposal. Past performance is not an evaluation factor, but shall be used in determining contractor responsibility in accordance with FAR 9.104:
Factor 1: Technical
(a) Subfactor 1: Authorized Reseller - Quotations must be from authorized resellers of the OEM quoted.
(b) Subfactor 2: Attachment 1 - The contractor shall provide the completed Attachment 1 with all items being quoted in response to this RFQ.
Factor 2: Price
(a). The Offeror’s firm-fixed price quotation will be evaluated for award purposes based upon the total evaluated price which consists of the offeror’s proposed prices for the base period. The offeror’s price quotation will be evaluated, using one or more of the techniques defined in FAR 13.106, in order to determine if it is reasonable and complete. Normally, price reasonableness is established through cost and price analysis techniques as described in FAR 13.106. For a price to be complete, all solicitation requirements must be priced, figures correctly calculated and prices presented in a clear and useful format. The Government reserves the right, but is not obligated, to conduct a realism analysis.
c. Ratings
Technical subfactors will be evaluated and rated either Acceptable or Unacceptable. In order for a quotation to be rated overall Technically Acceptable, each of the subfactors must be rated Acceptable.
d. Discussions
The Government intends to evaluate quotations and award a contract without exchanges. However, the Government reserves the right to conduct exchanges or seek clarifications if the KO determines they are necessary.
If exchanges are required, the number of quotations being competitively considered may be narrowed to all of the most highly rated quotations. The Government further reserves the right to reduce the number of quotations being competitively considered to the greatest number that will permit efficient competition among the most highly rated quotations. If an offeror’s quotation is removed from further consideration for the award, written notice of the removal will be provided to the offeror. In the event issues pertaining to the solicitation cannot be resolved to the KO's satisfaction, the Government reserves the right to cancel the solicitation. In such an event, offerors will be notified in writing.
f. It is the sole responsibility of the offeror to ensure that the electronic files submitted are virus-free and can be opened and read by the Government. Proposal submissions shall not be locked, encrypted, or otherwise contain barriers to opening the file(s). The Government is under no obligation to seek clarification regarding electronic proposal submissions if submissions cannot be opened or accessed. The Government reserves the right not to consider for award any quotation that does not adhere to the administrative requirements of this RFQ.
