About this opportunity

The F-35 Joint Program Office (JPO), Naval Air Systems Command, intends to award a sole-source contract to Lockheed Martin Aeronautics under FAR 6.103-1 for development of a Mission Planning Environment Country Kit (MCK), with capability statements due by June 18, 2026.

The MCK is a centrally managed mission planning system designed to absorb and replace the F-35 Partners' individual MPE Squadron Kits. Lockheed Martin is identified as the sole qualified source due to its exclusive role as the designer, developer, and integrator of the F-35 aircraft and its possession of proprietary software and technical expertise required for MCK development. The contractor will be responsible for system design and software development, architecture and hardware engineering, cybersecurity and networking interoperability, technical program management, and training development and integration.

The system will consist of baseline sets of containerized software and hardware including servers, workstations, and Government Furnished Equipment such as NSA-approved High Assurance In-line Network Encryptors (INEs). All responsible sources may submit capability statements within fifteen days of publication. Potential offerors must hold a Secret security clearance to be eligible for award. NAICS 336411 (Aircraft Manufacturing) applies with a small business size standard of 1,500 employees. The JPO is located in Arlington, Virginia. Points of contact are Jonathan Chen, Contract Specialist (Jonathan.Chen@jsf.mil) and Colin McCarthy, Contracting Officer (Colin.McCarthy@jsf.mil).
