About this file
This document is a Synopsis/Notice of Intent to Sole Source for a federal procurement opportunity issued by the F-35 Joint Program Office (JPO) located in Arlington, Virginia. The JPO intends to award a sole source contract under FAR 6.103-1 to Lockheed Martin Aeronautics (LM Aero) for development of a Mission Planning Environment (MPE) Country Kit (MCK). The NAICS code is 336411 (Aircraft Manufacturing) with a small business size standard of 1,500 employees. All responsible sources may submit capability statements within fifteen (15) days of publication of this notice, and the government will evaluate all statements received during that period. Potential offerors must hold a Secret security clearance to be eligible for award, with DD Form 254 information to be provided if a formal solicitation is released.
The MCK is a centrally managed mission planning system designed to absorb and replace individual F-35 Partners' mission planning systems (MPE Squadron Kits). The system will consist of containerized software and hardware including servers, workstations, and Government Furnished Equipment (GFE) such as NSA-approved High Assurance In-line Network Encryptors (INEs). The contractor is responsible for system design and software development, architecture and hardware engineering, cybersecurity and networking interoperability, technical program management, and training development and integration. LM Aero is identified as the sole qualified source due to its exclusive role as the designer, developer, and integrator of the F-35 aircraft and its possession of proprietary software and technical expertise required for MCK development. Points of contact are Jonathan Chen, Contract Specialist, at Jonathan.Chen@jsf.mil and Colin McCarthy, Contracting Officer, at Colin.McCarthy@jsf.mil.

Synopsis/Notice of Intent to Sole Source
The F-35 Joint Program Office (JPO) of Arlington, VA, intends to solicit, negotiate, and award a sole source contract under the authority of Revolutionary FAR Overhaul (RFO) Federal Acquisition Regulation (FAR) 6.103-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”, to Lockheed Martin Aeronautics (LM Aero). The proposed North American Industry Classification System (NAICS) code for this acquisition is 336411, Aircraft Manufacturing, with a small business size standard of 1,500 employees.
All responsible sources may submit a capability statement in response to this notice of intent to sole source. The F-35 JPO will consider all capability statements received within fifteen (15) days after the date of publication of this pre-solicitation notice.
Potential offerors must have a Secret security clearance to be eligible for award. If the Government chooses to release a solicitation for the requirements described herein, the Government will provide all relevant DD Form 254 information.
The F-35 JPO has a requirement for a Mission Planning Environment (MPE) Country Kit (MCK); MCK will be a centrally managed mission planning system which absorbs and replaces the F-35 Partners’ individual mission planning systems, i.e., MPE Squadron Kits. The MCK will consist of baseline sets of containerized software, and hardware to include servers, workstations and Government Furnished Equipment (GFE) National Security Agency (NSA) approved High Assurance In-line Network Encryptors (INEs). The contractor shall be responsible for system design and software development, architecture and hardware engineering, cybersecurity and networking interoperability, technical program management, and training development and integration.
LM Aero is the sole designer, developer, and integrator of the F-35 aircraft, and the only entity with the experience, proprietary software, and technical expertise needed to develop and engineer the MCK. As a result, LM Aero is the only known qualified source able to fulfill the requirements specified herein.
