About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is seeking a contractor to develop and deliver an F-16 MIL-STD-1553 Databus Upgrade solution through a Single Award Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The primary objective is to develop, integrate, accredit, and deliver 4 initial prototypes for a critical cybersecurity and databus upgrade project. The solicitation will be evaluated using a Best Value Tradeoff method, with technical factors significantly more important than price, and requires contractors to have a current and active Joint Certification Program (JCP) certification. Interested vendors must submit a controlled document access request through SAM to obtain the draft Statement of Objectives (SOO) and Statement of Requirements (SRD). The proposal response deadline is May 2, 2025, with an anticipated contract award estimated for September 2025.
The contract is a 100% small business set-aside under NAICS code 334412 for Bare Printed Circuit Board Manufacturing, with an estimated total contract value of $9,900,000. The contract will include multiple Contract Line Item Numbers (CLINs) covering prototype development, data rights, CDRLs, government travel, and provisions for additional prototypes. Foreign participation is not permitted, and contract performance will occur at the contractor's facility. Note: The referenced draft SOO and SRD in the synopsis are secure attachments and a controlled document access request will need to be submitted by interested vendors through SAM to obtain access to the documents. Approval to access the documents is contingent upon verification of a current and active Joint Certification Program (JCP) certification/DD 2345 for the applicable cage code of the company requesting access. Information on the JCP program can be found at https://www.dla.mil/Logistics-Operations/Services/JCP.
