About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is seeking contractor support to transition maintenance of the Helmet Mounted Integrated Targeting (HMIT) System to a U.S. owned organic depot. The procurement includes finalization of test stand technical data, Authorization to Operate documentation, and formal acceptance of workload by the depot. Key contract requirements include providing technical manuals, Acceptance Test Objectives, final validation and verification of the HMIT system test stand, testing and logistical support, and configuration management and engineering support. Prospective contractors must understand that data rights for the HMIT and associated equipment are proprietary to Thales Defense Systems and will not be provided by the Government, and the Government does not have funds for reverse engineering efforts. The pre-solicitation notice was posted on February 5, 2026, with a due date for questions or intent to propose by February 26, 2026. Evaluation will consider price reasonableness through FAR Part 30 and Part 31 procedures, technical evaluations, audits, and Contract Pricing Reference Guides.
This procurement is not designated as a set-aside and follows a previous Sources Sought that generated responses from two contractors, TVI and KBR, though KBR withdrew due to inability to meet requirements. Thales Defense and Security, Inc. is the original equipment manufacturer and current incumbent contractor holding exclusive data rights to the HMIT Scorpion components. The contract structure is a Firm Fixed Price, Indefinite Delivery, Indefinite Quantity supply contract with an anticipated duration of 6-12 months for completion of the depot transition effort. The total period of performance is two years from the award date, with an ordering period of one year and delivery orders to be completed within 12 months. While specific award values are not disclosed in the pre-solicitation notice, the contract encompasses multiple CLINs including depot stand-up support, test stand technical data and hardware, and travel costs.
