About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is conducting market research to identify potential contractors capable of assisting with the transition of maintenance for the F-16 Helmet Mounted Integrated Targeting (HMIT) System to a US-owned organic depot. This sources sought notice seeks contractors to finalize test stand technical data, obtain Authorization to Operate, and achieve final formal acceptance of workload by the depot facility. The anticipated contract represents the culmination of ongoing efforts that have spanned multiple years, with contractors required to demonstrate experience and capabilities in electronic and precision equipment repair and maintenance under NAICS code 811210. Foreign participation is explicitly prohibited, and the government will not provide or fund reverse engineering efforts since data rights for HMIT and associated equipment are proprietary to Thales Defense Systems. Interested parties must submit responses by September 5, 2025, at 4:00 PM MST, including company information, business classification, ownership status, experience details, and capability assessments.

This opportunity does not utilize any set-aside designations, though the government has expressed specific interest in small businesses including 8(a), Service-Disabled Veteran-Owned, HUBZone, and Women-Owned small business concerns. Thales Defense Systems is identified as holding the proprietary data rights for the HMIT system and associated equipment, indicating their likely role as the current contractor or original equipment manufacturer. The NAICS code 811210 carries a small business size standard of $34 million, providing context for the scale of eligible contractors. The anticipated contract duration is expected to range from 6 to 12 months, reflecting the focused nature of this depot transition effort. Companies seeking additional information may direct questions to Ms. Kayla Flores or Mr. Nathan Lee at the Air Force Materiel Command, and all submissions must contain only non-proprietary information.
